PROJECT LOCATION: 25 W. MAIN STREET. APN 529-01-017. PROPERTY OWNER: STEVEN LEONARDIS. APPLICANT: GKW ARCHITECTS, INC. REQUESTING PRELIMINARY REVIEW OF A PROPOSAL FOR EXTERIOR MODIFICATIONS AND AN ADDITION TO A CONTRIBUTING BUILDING IN THE DOWNTOWN HISTORIC COMMERCIAL DISTRICT ON PROPERTY ZONED C-2:LHP. ROLE OF THE CDAC: The Conceptual Development Advisory Committee (CDAC) advises a prospective applicant on the overall consistency of a project with Town policies prior to submitting a formal application and investing in the development review process. The Committee also endeavors to identify the potential issues that will need to be addressed during the development review process should the applicant wish to submit an application. The issues identified by the Committee are not intended to be all-inclusive and other additional issues may be identified during the formal development review process. None of the Committee's comments are binding on the Town and in no way are they intended to indicate whether the project will be received favorably by the various review bodies that are charged with evaluating and deciding the application. As noted in this memorandum, if an application is filed, technical analysis would need to be done during the evaluation of the proposal. In addition, public input is a required and essential component in the development review process. Notice has been sent to residents and property owners within 300 feet of the project site. In addition to the public comments received at this meeting, all applicants are strongly encouraged to hold neighborhood meetings to receive input as the design of the project evolves should they decide to proceed with the development review process. MAIN STREET/CD-18-006 NOVEMBER 9, 2018 N:\DEV\CDAC\CDAC MEMO\2018\Main W 25.doc PROJECT DESCRIPTION: The applicant has submitted a project description (Attachment 3) and preliminary plans (Attachment 4) for 25 W. Main Street, a 3,136-square foot property located on the southeast corner of W. Main Street and Park Avenue (Attachment 1). The existing parcel contains a two- story commercial building. Key elements of the proposed project, as listed on the project description and plans submitted, are as follows: • Tenant improvements to the existing ground floor retail space; • Conversion of the existing second story floor area for the creation of a 375-square foot residential unit and a 535 square-foot residential unit; and • Construction of an addition to the existing first and second story for the creation of a 600- square foot garage and a new 590-square foot residential unit. EXISTING GENERAL PLAN AND ZONING DESIGNATIONS: 1. General Plan designation: Central Business District land use designation applies exclusively to the downtown and accomplishes the following: a. Encourages a mixture of community-oriented commercial goods, services and lodging unique in its accommodation of small-town style merchants and maintenance of small- town character. b. Maintains and expands landscaped open spaces and mature tree growth without increasing setbacks. c. Integrates new construction with existing structures of historical or architectural significance and emphasizes the importance of the pedestrian. 2. Surrounding General Plan land use designations: Central Business District to the north, south, and west and Highway 17 to the east. 3. Zoning designation: Central Business District with a Landmark Historic Preservation overlay (C-2:LHP) 4. Surrounding zoning designations: C-2:LHP to the north, south, and west and Highway 17 to the east. POTENTIAL CONSIDERATIONS AND ISSUES: The following is a brief list of issues and topics for consideration by the CDAC. Staff has not reached conclusions on these topics. Staff is identifying them here to help frame the discussion and to solicit input. The main question for the CDAC is whether or not the applicant’s concept for the project creates a high-quality plan appropriate for Los Gatos in this location. If an application is filed, staff would evaluate the technical issues. PAGE 3 OF 5 SUBJECT: 25 W. General Plan Policy LU-10.4 states, “Encourage mixed uses to increase residential opportunities in commercial zones Downtown, taking into consideration potential impacts to the loss of commercial opportunities.” The proposal would retain a commercial presence on the ground floor and add three residential units above. 2.Zoning a.The project site is zoned C-2:LHP and is surrounded by lots with the same designation except for Highway 17 to the east. b.The residential use would require approval of a Conditional Use Permit under the C-2 zone to ensure compatibility with the zone. 3.Parking a. EXISTING: The project site is currently developed with a two-story 2,222-square foot commercial building, with credit for seven parking spaces in the Parking Assessment District (PAD). b.REQUIRED (Commercial): The existing 1,125 square feet of ground-floor retail would require four parking spaces (based on one parking space per 300 square feet). c. REQUIRED (Residential): The proposed three apartment units would require five resident parking spaces (1.5 spaces per unit) and three guest parking spaces (one space per unit unless exception is granted by Planning Commission) for a total of eight parking spaces. d.PARKING DISTRICT: The site has seven parking space credits in the PAD. e.PROVIDED: The proposed project includes an attached three-car garage for the three residential units and one guest parking space in the rear of the property. f.The total provided parking spaces (including parking district credits) for the proposed project would not meet the minimum required parking for the proposed uses. The proposed project would provide four on-site parking spaces with credit for seven parking spaces in the PAD, for a total of 11 parking spaces, while the minimum required parking for the proposed project would be 12 spaces. The Planning Commission may grant an exception to guest parking when it is determined to be appropriate. 4.Design Review a.The project plans propose no modifications to the existing front (W. Main Street) and street facing (Park Avenue) elevations. A two-story addition to the rear of the building is proposed and would match the details of the historical building. The proposed entry to the second story residential units is intended to delineate the new addition from the original historic building. PAGE 4 OF 5 SUBJECT: 25 W. There is no minimum required setback for the rear. The building side setback for the addition abutting Park Street is shown as one-foot. The side setback of the existing building abutting Park Street is existing nonconforming as the building is located on the property line. The required minimum setback is 10 feet for front and sides abutting a street; however, if the project is not a technical demolition then the existing nonconforming setback can be continued. c.The project site is located in the C-2A subdistrict of the Central Business District in the Commercial Design Guidelines and located in the Downtown Historic Commercial District. d.The maximum height allowed is 45 feet. e.The maximum floor area ratio (FAR) is 60 percent. With the proposed first and second floor addition, the proposal would exceed the maximum allowable FAR for the property. The deciding body may allow a FAR in excess of the FAR if it makes the following findings: 1) The design theme, sense of scale, exterior materials and details of the proposed project are consistent with the provisions of: a.Any applicable landmark and historic preservation overlay zone; b.Any applicable specific plan; c.The adopted residential development standards; and 2) The lot coverage, setbacks, and FAR of the proposed project is compatible with the development on surrounding lots. f.When a garage opens onto a street, the length of the driveway shall not be less than 18 feet. As proposed, the project would not meet the minimum required length for a driveway. A Variance application would be required for this request. g.A minimum of 200 square feet of recreational open space for each dwelling unit is required. The recreational open space must be usable space for outdoor activities in the form of a private area, community area, or both. h.Based on the existing lot size, one residential unit would be permitted on the property. Any additional residential units beyond one unit would be required to be Below Market Price units subject to the Town’s Below Market Price Housing Program.
