08-11-04 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ------------------------------------------------------------------------------------------------------------------------- - SUMMARY OF DISCUSSION OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR AUGUST 11, 2004 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------------------------------------------------------- - The meeting was called to order at 4:30 P.M. ATTENDANCE Members Present: Absences: Steve Glickman None Michael Wasserman Jeanne Drexel Phil Micciche Michael Burke Staff Present: Bud N. Lortz, Director of Community Development, Randy Tsuda, Assistant Community Development Director and Sandy Baily, Associate Planner ITEM 1: 615 Blossom Hill Road Conceptual Development Application CDB05-01 Requesting preliminary review of plans to modify a Planned Development to change 49 proposed apartment units to 39 townhouse/condo units on property zoned RM5-12:PD. APNS 529-14-012 andd 529-16-042. PROPERTY OWNER/APPLICANT: Canyon Oaks of Los Gatos, LLC Comments: $ The modification would allow the Planning Commission, Town Council and the neighbors to re-analyze issues (e.g., noise, traffic). $ If the units are owner occupied, upgrades may be installed in the units which will take the units out of the Aaffordable@ price range. $ Questionable if the findings for a community benefit can be made for owner-occupied units. $ Concern that the number of units may need to be reduced to meeting parking and open space requirements for owner-occupied units. $ Will the open space be adequate for an ownership environment? $ Applicant will need to justify how the development relates to its locations and that it is designed to accommodate an ownership community. Ray Davis raised a concern that the CDAC did not respond to the General Plan issues. ITEM 2: 15894 and 15880 Winchester Boulevard Conceptual Development Application CD-05-2 Requesting preliminary review of plans to demolish two single family residences (one which was built prior to 1941), to construct 17 townhomes within a Planned Development on property currently zoned O. APNS 529-11-013, 038, 039 PROPERTY OWNER/APPLICANT: Sally Paolini and Toni Blackstock Comments: $ Density is too high. $ Is there justification for a zone change? $ Proposed density is inconsistent with the neighborhood. $ The streetscape within the development has no articulation. Row of buildings is discouraged. $ Recommend that more information be provided to better assist the Committee. $ Recommend that more parcels be consolidated for the development. $ Provide more open space. $ Development should be pedestrian friendly. $ Due to the traffic on Winchester Blvd, ensure there is an adequate landscape buffer and setbacks.. Ray Davis raised a concern that the proposed residential use would be impacted by the existing adjacent service commercial businesses. ADJOURNMENT Meeting adjourned at 5:15 P.M..
