06-09-04 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ----------------------------------------------------------------------------- --------------------------------------------- SUMMARY OF DISCUSSION OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR JUNE 9, 2004 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------------ -------------------------------------------- The meeting was called to order at 4:30 P.M. Lortz, Director of Community Development; Sandy Baily, Associate Planner ITEM 1: 14966 and 14980 Terreno de Flores Conceptual Development Application CD-04-6 Requesting preliminary review of plans for a Planned Development to demolish a single family residence and convalescent hospital to construct 19 single family residences on properties zoned R-1:8. APNS 424-10-005 and 047. PROPERTY OWNER/APPLICANT: J. Cyril Johnson Inv. Corp Comments: · Ensure that design is compatible with the new construction in the neighborhood. · Placing the garage at the rear is a positive approach. · Ensure there are useful/safe play areas for the children since this is a “family” development. · Compare the proposed density to the surrounding density of the residential developments. · Make sure there is a neighborhood feeling and adequate open space. · Ensure there is a pedestrian path to National Avenue. This may be a school route needed for the children. · Density issue needs to relate to the quality of life of the residents and children. · Look at privacy/livability issues. · Development may be too dense. · Too much building for the land · Merging of parcels is positive. Look at any other possible mergers for development. · A traffic study and community benefit may be required. · Ingress/egress to Terreno de Flores may be evaluated. ITEM 2 14932 and 14936 Diduca Way Conceptual Development Application CD-04-7 Requesting approval of (1) an annexation and early cancellation of a Williamson Bill parcel, (2) rezoning the parcel from prezoned HR-5 to HR-1 or HR-2 ½ and (3) a subdivision of 10 to 5 lots or (4) an early cancellation of a Williamson Bill parcel with a waiver of the interim density requirement and a two lot subdivision. APN 537-24-027 PROPERTY OWNER: Ken Anderson APPLICANT: TS/Civil Engineering, Inc Comments: · Define the amount of open space. · If five lots or more proposed, a PD is required and the applicant will need to justify what community benefit is. · Community benefit must be beyond Town requirements. · Questioned how much of the water will be required by the Fire Department. · Creation of a mutual company is not supported by the General Plan. · Connection to Diduca Way is encouraged. · Concern about traffic, riparian, wildlife, geotechnical impacts in the area with a larger subdivision. There are numerous potential impacts that could be associated with a larger subdivision. · The proposed zonings would be considered spot zoning. · Policy issue to allow less than 10 acres per parcel with no services. · Why is the cancellation of the Williamson Act contract in the best interest of the Town? What are the benefits to the Town for the early withdrawal? · An analysis of the density within the sub-area would be required to ensure that density allowance is not exceeded. · Horse trail would be required along Shannon Road. · Density is a concern. · Extension of sewer is a concern. · Not in favor of rezoning. · Deciding body will need a full analysis of the benefits and impacts.
