03-10-04 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ------------------------------------------------------------------------------------------------------------------------- - SUMMARY OF DISCUSSION OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR MARCH 10, 2004 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------------------------------------------------------- - The meeting was called to order at 4:30 p.m. ATTENDANCE Members Present: Absences: Steve Glickman Michael Wasserman Jeanne Drexel Phil Micciche Michael Burke Staff Present: Bud N. Lortz, Director of Community Development ITEM 1: 61 E. Main Street Conceptual Development Application CD-04-4 Preliminary review of plans to construct a one story retail building on property zoned C-2:PD. APN 529-54-049. PROPERTY OWNER/APPLICANT: Tom Spilsbury Comments: $ Concern about location of trash enclosure. $ Analysis will be required to determine if there is adequate parking available for the entire Planned Development. $ Make sure condo owners are informed to get their input about proposal. $ Need to ensure that the plaza was not required as common open space for the residential units. Required open space is strongly encouraged to be maintained. $ Concern about how the project will visually impact the residential units. $ There may be a concern about traffic and community benefit. $ Retail is encouraged east of bridge. However, is the location too far down Main Street for pedestrians to walk to. $ Would this development affect the Civic Center Master Plan. $ Recommend community/local serving retail use, not regional type use or little boutiques. $ How will deliveries work? $ Concern that there=s not a lot of room to fill in retail uses in this area. The use will fill in a pedestrian underutilized corner, but may not draw people down the street. $ Parking easement is a concern. Ensure that all parties understand this easement. $ Concern about potential security problems at rear of building where opening is to the existing office use. $ Concern about security lighting and that it might impact residential uses. $ This location is a part of downtown Los Gatos. Will the proposed use and building make this corner a better place than what is there now? $ Concern about streetscapes. Development must maintain downtown character and must be excellent in design. $ Need to justify how residential uses will be buffered from the proposed use.
