02-11-04 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ----------------------------------------------------------------------------- --------------------------------------------- SUMMARY OF DISCUSSION OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR FEBRUARY 11, 2004 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------------ -------------------------------------------- The meeting was called to order at 4:30 P.M. ITEM 1: 17005 and 17017 Roberts Road Conceptual Development Application CD-04-3 Preliminary review of plans to demolish a single family residence at 17017 Roberts Road and a pre-1941 3 unit apartment building at 17005 Roberts Road and to subdivide the parcel to construct 8 single family dwellings on properties zoned RM:5-12. APNS 529-16-021 & 045. PROPERTY OWNER\APPLICANT: Khurram Iqbal Comments: · The two lots must be merged. · Traffic impacts on Roberts Road and the intersection of Blossom Hill and Roberts Road will need to be addressed. Traffic mitigation will be necessary. · The appearance of the proposed sound wall along Blossom Hill is an issue and should not be a long continuous wall. It should include landscaping, tree indentations, and be built with appropriate materials · Mass, scale, and design of the units need to be appropriate for the site. · If parking duckouts on the private street are proposed they should have rounded corners. · Design should allow for eyes on the street (Neo-Traditional design). · The streetscape along Blossom Hill and Roberts Road must be appropriate. · Break up the locations of different models. The same models should not be across from each other. · Home Owners Association will be necessary so that Town services are not adversely impacted. · Backing homes on Blossom Hill Road is an issue. · The density and intensity of the development must be appropriate. 2400-3000 square foot homes are too much and too close together. · Provide alternatives analysis for cul-de-sac versus hammerhead. · Look at Planned Development across Roberts Rd for guidance on the size of units, setbacks, and open space. · Minimize hardscape. · The burden is on the applicant to show that the density and intensity of the development are appropriate. · Enforcement mechanism for road maintenance will be necessary. · Proximity to Fisher School is an issue. · The transition towards parks from commercial area needs to flow well in terms of the sound wall and homes abutting Blossom Hill Road. · Community Benefit may be necessary. · BMP or in-lieu fee must be addressed. · Planned Developments are not intended to allow for more density and intensity or to relax regulations. · Visual simulations for Blossom Hill and Roberts Road will need to be provided. · Noise study will be required. · Look at Floor Area Ratio for proposed lot sizes. · Do alternatives analysis for access and explore all options for ingress/egress, including ingress and/or egress from Blossom Hill Road and a one way street entering from Roberts Road and exiting on Blossom Hill Road. · Explore homes fronting on Blossom Hill Road. · Consider Floor Area Ratio as a guideline, exceeding it must be justified. · For a single family project on a medium density parcel the single family regulations are the baseline. · All of the neighbors need to be involved very early on. · Look at the Vasona Ranch project (14561 Winchester Boulevard) density and size of homes. ITEM 2 61 E. Main Street Conceptual Development Application CD-04-4 Preliminary review of plans to construct a one story retail building on property zoned C-2:PD. APN 529-54-049. PROPERTY OWNER/APPLICANT: Tom Spilsbury Applicant did not appear for the meeting. Item will be agendized for March 10, 2004.
