07-11-01 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ----------------------------------------------------------------------------- ----------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR JULY 11, 2001 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ----------------------------------------------------------------------------- --------------------------------------------- The meeting was called to order at 4:30 P.M. ATTENDANCE Members Present: Absences: Randy Attaway Joe Pirzynski Peggy Marcucci Paul Dubois Jim Lyon Staff Present: Bud N. Lortz, Director of Community Development Joel Paulson, Assistant Planner Verbal Communication: Planning Commissioner, Jim Lyon, provided background and an overview of the purpose and function of the Conceptual Development Advisory Committee (CDAC). Mr. Davis was upset about the way the Mayor treated him at the last CDAC meeting. He would also like an opportunity to comment on each agenda item. ITEM 1: 14561 Winchester Blvd Conceptual Development Application CD-01-5 Requesting preliminary review of plans to construct 22 to 47 townhomes on property zoned R-1:12. PROPERTY OWNER: Guy LaMar APPLICANT: Santa Clara Development Company General discussion of the application included the following: Applicant explained both of the for sale townhouse proposals. One of the plans proposes 22 townhomes and the other proposes 47 townhomes. The applicant also explained that their main objective was to get some feedback regarding density. Concerns about the project include: · Less dense proposal is preferred option. · Access to future light rail will be difficult. · Parking appears inadequate. · Ingress/Egress on Winchester needs to be carefully studied. Proposed driveway proximity to Highway 85 off ramp should be ealuated. · Surrounding neighborhood, neighborhood meeting. · Emergency vehicle access. · Incorporate front yards and porches. · Incorporate private open space. · Community Benefit. · Cumulative impacts on traffic with Elk’s proposal and Sobrato’s proposal. · Traffic study will be required. · Frontage improvements along Winchester Boulevard. · Make historic structure more visible. · Increase open space. ITEM 2: 135 Riviera Terrace Conceptual Development Application CD-01-4 Requesting preliminary review of plans for a 100 percent density bonus (an addition of 123 affordable apartment units) on property zoned RM:5-20. CDAC 3 July 11, 2001 PROPERTY OWNER: Sobrato Interests IV APPLICANT: John R. Shenk General discussion of the application included the following: Applicant explained the proposed project that they submitted. The applicant also expressed that their main objective was to get some feedback regarding density and affordable housing. Concerns about the project include: · Proposal is not feasible at proposed density. · Traffic is a major issue. Single access off University Avenue and Highway 9/University intersection are major concerns. · Too dense. · Rental is right use. · Nexus at signal at the corner of Highway 9 and University Avenue. · Open space should be maintained. · Incorporate proper urban design techniques. · Neighborhood impacts must be addressed. · Impacts on Los Gatos Creek must be evaluated. · Loss of amenities as a means to increase density is unacceptable.
