06-13-01 Minutes - CDACTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ------------------------------------------------------------------------- ------------------------------------------------------------------ SUMMARY MINUTES OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR JUNE 13, 2001 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------- ------------------------------------------------------------------ The meeting was called to order at 4:30 P.M. ATTENDANCE Members Present: Absences: Joe Pirzynski Randy Attaway Peggy Marcucci Paul Dubois Jim Lyon Staff Present: Bud N. Lortz, Director of Community Development Joel Paulson, Assistant Planner Verbal Communication: Mr. Bonner spoke about the reservoirs purpose in the fire district for fire protection, the inadequate water pressure for fire protection, and the substandard access road. Mr. Davis spoke about fire prevention issues and that he felt there should be fire department input on the proposed project. Mrs. Bonner spoke about construction vehicle access. Susan Kankel spoke about the water shortage in the neighborhood, asked about the possibility of preserving or repairing the water storage facility, how the qua lity of life in the neighborhood will be altered during construction, traffic, noise and dust pollution, impacts to the hospital facility in the neighborhood, tree issues, and environmental concerns. Planning Commissioner, Peggy Marcucci, provided backg round and an overview of the purpose and function of the Conceptual Development Advisory Committee. ITEM 1: Reservoir Road Conceptual Development Application CD-01-3 Requesting preliminary review of plans to remove the existing reservoir and facilities a nd to create a five lot residential subdivision on property zoned R -1:20. PROPERTY OWNER/APPLICANT: San Jose Water Company General discussion of application included the following: Applicant explained the project and addressed the issues of water supply and tree preservation. The applicant also discussed the background of the water supply and flume, repair or replacement of the existing facilities, and the danger and health hazards of the site. The applicant feels that their proposal complies with the current zoning of the property. Committee and applicant discussed the application and the following issues: · Town standards for subdivisions. · Availability of water. · Improving water availability in the neighborhood. · Necessity of reservoir or lack of necessity. Concerns about the project include: · Fire safety, inadequate water pressure. · Construction traffic is a concern. · Circulation system is adequate. · Back-up water supply is being removed. · Fire Department needs to be brought into the process. CDAC 3 June 13, 2001 · Repair existing facilities. · Construction impacts. · Traffic, noise, dust, road width and weight limits. · Impact on trees. · Seismic, geotechnical concerns must be addressed. Geotechnical report will be necessary. · Road impacts due to construction impacts, standard road widths balanced with tree and grading impacts. · Existing infrastructure is inadequate. · San Jose Water Company needs to evaluate diminishment of water supply in area because of the proposed homes. · Cumulative impacts to existing infrastructure. · Lower end of density scale unless significantly community benefit is offered. · Initial Study will be required. · Reservoir Road is a substandard width and extra vehicle trips is a major concern.
