05-10-00 Minutes - CDAC TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ------------------------------------------------------------------------- -------------------------------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE OF THE TOWN OF LOS GATOS FOR MAY 10, 2000 IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------- -------------------------------------------------------------- The meeting was called to order at 4:35 P.M. ATTENDANCE Members Present: Absences: Randy Attaway Linda Lubeck Laura Nachison Lee Quintana Suzanne Muller Staff Present: Paul L. Curtis, Director of Community Development ITEM 1: 14300/14350 Winchester Blvd Conceptual Development Application CD-00-9 Requesting preliminary review of a request to construct a research and development building on property zoned CM PROPERTY OWNER: Sobrato Interests III a CAL. L.P. APPLICANT: Kenneth Rodrigues & Partners, Inc. Comments: 1. Underground parking a good idea. 2. Landscaping and creek trail improvements good. 3. Need to reduce amount of parking in front of building (x4) 4. “Mission-style” architecture acceptable for this location. 5. Need to continue to discuss light rail extension and its impact on property. 6. General Plan/Vasona-Rte 85 plan specify pedestrian and small-town character...not sure this meets those objectives. 7. Need to look to providing community benefits beyond trail improvements (e.g., public recreation, etc.) 8. Auto-oriented use not consistent with light rail extension (e.g., need pedestrian links to light rail access, etc.) 9. Provide greater building setback from creek trail. 10. Increase underground parking to minimize surface parking and hardscape. 11. General Plan states that this property should be housing if light rail is extended. 12. Three-story elements of plan may be problem adjacent to creek trail and with mechanical equipment. ITEM 2: 815 Pollard Road Conceptual Development Application CD-00-10 Requesting preliminary review of plans for a Master Site Plan for a hospital on property zoned O. PROPERTY OWNER: Community Hospital of Los Gatos APPLICANT: Tony Cuschieri AIA Comments: 1. Need to compare previous master plan vs the proposed plan. 2. Need to identify community benefit if this “controversial” project is submitted to City of Campbell and Town of Los Gatos residents. 3. Supportive of hospital improvements and recognizes community benefit. 4. Parking structure adjacent to residential a “red flag”. (x3) 5. Supportive of purchase of County property and “relocating” hospital. (X3) 6. Architecture for parking garages will be a challenge. 7. Need to stay within previously considered master plan square footage, etc. 8. 45 foot building will be a problem. ITEM 3: Kensington Way Conceptual Development Application CD-00-11 Requesting preliminary approval to install wireless communication facility mounted on an existing PG&E tower in conjunction with a recently approved Sprint installation, on property zoned R-1:8. PROPERTY OWNER: PG&E APPLICANT: Whalen & Co for GTE Wireless Comments: CONCEPTUAL DEVELOPMENT ADVISORY COMMITTEE MINUTES - MAY 10, 2000 - Page 3 1. 8 foot panels too large and too visible. 2. Would be supportive of neighborhood. 3. Should expect neighborhood opposition. 4. Evaluate possible alternative locations. 5. Improve aesthetics of panels. 6. Like the idea of co-location on same tower as Sprint. (4x) 7. Suggest neighborhood meeting prior to the Planning Commission public hearing.
