ROLL CALL Present: Chair Melanie Hanssen, Vice Chair Kendra Burch, Committee Member Kathryn Janoff, Committee Member Todd Jarvis, Committee Member Barbara Spector Absent: Committee Member Jeffrey Barnett, Committee Member Marcia Jensen PLEDGE OF ALLEGIANCE Vice Chair Kendra Burch led the Pledge of Allegiance. The audience was invited to participate. COMMITTEE REPORTS None VERBAL COMMUNICATIONS Bob Burke - Commented on traffic congestion around Town. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve the Minutes of October 27, 2016 2. Approve the Minutes of November 17, 2016 3. Approve the Minutes of January 25, 2017 MOTION: Motion by Committee Member Todd Jarvis to approve the Consent Calendar with a correction to Item 3. Seconded by Committee Member Barbara Spector. VOTE: Motion passed unanimously. The applicant has also submitted a Planned Development Application (PD-16-001) to rezone the properties at 17220 Pine Avenue and 17250 Pine Avenue (APNs 529-21-039 and 529-21-044) from R:1:20 to O:PD, merge three lots, demolish two existing residences, and remove large protected trees, to allow construction of a new 21,124 square foot office building. APNs 529-21-039, 042, and 044. PROPERTY OWNER: Nearon Enterprises APPLICANT: Jeff Oparowski PROJECT PLANNER: Erin Walters Vice Chair Kendra Burch recused herself. Joel Paulson, Community Development Director, discussed the purpose of the General Plan Committee. Opened Public Comment. Nick Rini, Jim Fulton, and Jose Soria, owner and applicant representatives. - Commented on the project. Bob Burke - Expressed concerns about traffic increase. Sherry Burke - Commented in opposition of the project. John Mittelstet - Commented in opposition of the project. Melanie Kemp - Expressed concern about traffic that the project will bring. Julie Throne - Requested the Town consider using the land for smaller homes for low-income and/or senior living. Nick Rini, owner representative. Committee discussed the matter. MOTION: Motion by Committee Member Barbara Spector to recommend denial of the General Plan Amendment request with an additional recommendation that any project moving forward for consideration should include a full traffic analysis including other potential projects on Alberto Way. Seconded by Committee Member Kathryn Janoff. VOTE: Motion passed unanimously. OTHER BUSINESS None.
