09-11-02 Minutes - GPC TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95030 (408) 354-6872 --------------------------------------------------------------------------------------------------------------------- - SUMMARY MINUTES OF A REGULAR MEETING OF THE GENERAL PLAN COMMITTEE OF THE TOWN OF LOS GATOS, SEPTEMBER 11, 2002 HELD IN THE TOWN COUNCIL CHAMBERS, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. --------------------------------------------------------------------------------------------------------------------- ----- The meeting was called to order at 5:30 P.M. by Chair Mike Burke. ATTENDANCE General Plan Committee Members Present: Mike Burke, Josh Bacigalupi, Sandy Decker, Phil Micciche, Joe Pirzynski, Morris Trevithick, Jo Zientek Members Excused: Mark Weiner Staff Present: Suzanne Davis, Associate Planner; Marty Woodworth, Redevelopment Manager Others present: Milt Mintz, Lee Fagot, Ray Davis Verbal communications: Ray Davis commented on some recently approved projects that he feels are inconsistent with the General Plan.. ITEM 1: Discuss North 40 Specific Plan Sandy Decker noted that the Council has a prioritized list in the Strategic Plan and there may be other tasks that are more important than completion of the North 40 Specific Plan. Suzanne Davis said that the N40 Plan is part of the General Plan Implementation Work Plan and is shown as a high priority item. Joe Pirzynski said that it should be determined what is in the pipeline for properties in the area. It is mainly perimeter properties that are likely development sites. Milt Mintz said that the property adjacent to the Hirschman project just closed escrow and an application my be forthcoming. He did not have any details about what the proposal would include. Joe Pirzynski said when the Hirschman property was developed the overall plan for the area was considered. That project provides a model for future projects. Economic indicators may change between now and such time that the major property owner (Yuki) is interested in developing. Mike Burke said he wondered if what the Town needs at this time is just a bare bones document. Sandy Decker said that the Town doesn’t have a problem at this time as there is a draft specific plan that can be referenced and a lot of thought went into it. Joe Pirzynski said the Los Gatos Blvd. widening will be accommodated by dedications on the east side of the street. However, the median should be discussed. The draft N40 Plan is a good document. The only thing that doesn’t work is the land uses. Mike Burke questioned whether there is a need to adopt guidelines. Joe Pirzynski said the document should be analyzed for consistency with the General Plan and that anything that is not consistent be taken out. Josh Bacigalupi said in reviewing the background there seemed to be some disention. The Town needs to bring the document up to date. Mike Burke suggested agendizing it for a future meeting and Committee members can point out any areas that raise a red flag. Joe Pirzynski would like to see staff take a run at this and highlight areas that need to be updated or that may conflict with the General Plan. Milt Mintz recommended including language emphasizing that prospective developers go to the CDAC for early review and input. Joe Pirzynski said the question is how the document will be used. Information should be included on how the process works., i.e. what the use of the document is and how it is integrated into the process. Morris Trevithick asked if property owners are reticent to develop a plan for General Plan Committee Minutes September 11, 2002 Page 3 of 3 that area. It was noted that majority landowner Tom Yuki is supportive of the plan. Verbal Communications: Lee Fagot said he was here when the N40 Plan was being developed. He is encouraged by the conversation here tonight. The essence of the existing N40 Plan can be used and current issues addressed. The Los Gatos Boulevard Plan is also important. Use of an allee is more appropriate than a six lane thoroughfare. High density housing would be appropriate. It is important to get input from the community on this. Ray Davis said that cumulative traffic impact needs to be considered. Josh Bacigalupi said the debate on residential needs to be kept alive. He feels that residential over commercial is desirable in this area. It was decided that a sub-committee comprised of Josh Bacigalupi, Joe Pirzynski and Morris Trevithivk will continue to work with staff on the N40 Plan. ITEM 2: APPROVAL OF MINUTES Joe Pirzynski made a motion to approve the minutes of August 28, 2002 with addition of Morris Trevithick as the seconder of the motion on item 2 and additional wording requested by Mike Burke and Sandy Decker. The motion was seconded by Morris Trevithivk and passed 7-0. Adjournment The meeting was adjourned at 6:15 p.m. by Chair Burke. The next regular meeting of the General Plan Committee will be on Wednesday, September 25, 2002 at 5:30 pm.
