Project Planner: Sean Mullin RECOMMENDATION: Forward a recommendation to the Director on a request for approval for demolition of an existing contributing single-family residence and construction of a new single-family residence in the Broadway Historic District on property zoned R-1D:LHP. PROPERTY DETAILS: 1. Date primary structure was built: 1890 per County Assessor’s Database 2. Town of Los Gatos Historic Status Code: +, historic and intact, worthy of special note 3. Does property have an LHP Overlay? Yes 4. Is structure in a historic district? Yes, Broadway Historic District 5. If yes, is it a contributor? Yes 6. Findings required? Yes 7. Considerations required? Yes BACKGROUND: The subject property is located in the Broadway Historic District and is developed a single- family residence. On February 26, 2020, the HPC considered a request for determination and determined that the structure is not historically or architecturally significant, with the required findings, including that the integrity has been compromised through alterations ove r time. Main Street\Staff Report.docx 7/17/2020 3:27 PM BACKGROUND (continued): The applicant has submitted an Architectural and Site application for demolition of the existing contributing single-family residence and construction of a new single-family residence. The proposed residence would be single-story with a three-car garage turned perpendicular to the street. Proposed materials include stucco siding, divided lite windows, composition roof, exposed wood rafter tails, wood brackets, wood posts and railings, a nd a stone veneer chimney CONCLUSION: The applicant is requesting a recommendation on an Architecture and Site application for demolition of an existing contributing single-family residence and construction of a new single- family residence located in the Broadway Historic District. Should the HPC finds merit in the request, the findings and considerations can be made and a recommendation forwarded to the Development Review Committee or Planning Commission. The project would then continue through the Architecture and Site application process as required for construction of a new residence and would not return to the HPC. A. Findings As required by Town Code Section 29.10.09030(c) Demolition of historic structures, a demolition permit for a historic structure may only be approved if: 1. The structure poses an imminent safety hazard; or 2. The structure is determined not to have any special historical, architectural or aesthetic interest or value. Any request to demolish an historic structure shall be reviewed by the Historic Preservation Committee. Applications to demolish a non-contributing historic structure shall be accompanied by a detailed report describing all aspects of the structure's physical condition prepared by an architect, licensed design professional, or registered civil engineer at the applicant's expense. B. Considerations In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: 2.
