SUBJECT: Forward a Recommendation to the Director on a Request for Exterior
Alterations to a Pre-1941 Single-Family Residence on Property Zoned R-1D
located at 4 Glen Ridge Drive. Architecture and Site application S-20-011.

RECOMMENDATION:
Forward a recommendation to the Director on a request for exterior alterations to a pre-1941
single-family residence on property zoned R-1D located at 4 Glen Ridge Drive.
PROPERTY DETAILS:

BACKGROUND:
The Santa Clara County Assessor’s estimated construction date for the residence is 1910. The
1989 Anne Bloomfield survey states the residence was built in the 1930’s and has a preliminary
rating of C, a contributor to Town’s historic feeling but has had some alterations to the
residence (Attachment 1). The property owners are requesting approval for exterior
alterations, including a new garage door on the street side Pennsylvania Avenue elevation, and

BACKGROUND (continued):
minor modifications to windows and doors. An Architecture and Site application is required
because the project proposes site improvements which require a grading permit.
DISSCUSSION:
The project includes exterior alterations to a pre-1941 residence including making minor
window and door re-locations on the rear and street side elevations. The existing windows
would be replaced with new dual-glazed wood-frame windows to be consistent with the
Craftsman style of the residence (Attachment 4). The proposal includes adding a garage door to
the west Pennsylvania Avenue lower elevation. A portion of the existing stone wall along
Pennsylvania Avenue would be removed to accommodate the new proposed driveway. A new
stone column is proposed to match the existing at the proposed driveway entrance. The
existing stone wall is not mentioned in the historic records however the proposed modification
is in keeping with the character of the existing and neighboring stone walls. The proposal
includes the demolition of the existing detached garage located on Pennsylvania Avenue.
The applicant has submitted a Letter of Justification (Attachment 2), Photographs of the
Residence (Attachment 3) and proposed Development Plans (Attachment 4) for the
Committee’s consideration.
CONCLUSION:
The applicant is requesting a recommendation on the proposed exterior alterations to a pre-
1941 single-family residence. Should the Committee find merit in the request, the project will
continue to go through the Architecture and Site application process as the applicant is
requesting approval for site improvements which require a grading permit. The project would
not return to the Committee.
A. Considerations – related to the request for approval of exterior modifications to a residence
located in an Historic District.
In evaluating applications, the deciding body shall consider the architectural style,
design, arrangement, texture, materials and color, and any other pertinent factors.
Applications shall not be granted unless:
For pre-1941 structures, the proposed work will neither adversely affect the exterior
architectural characteristic or other features of the property which is the subject of
the application.
