1. Who takes responsibility for design review or Certificates of Appropriateness?
☐ All projects subject to design review go the commission.
☒ Some projects are reviewed at the staff level without commission review. What is the threshold between staff-only
review and full-commission review? Work on listed historic resources properties, including properties in historic
districts, is required by ordinance to be reviewed by the Historic Preservation Committee (HPC). Pre-1941 structures
are presumptive historic resources unless determined not to be significant. Proposed demolitions of presumptive and
listed historic resources are reviewed by the HPC. Exterior alterations to presumptive historic resources are reviewed
by staff and referred to the HPC for comment on a discretionary basis.
2. California Environmental Quality Act
• What is the role of the staff and commission in providing input to CEQA documents prepared for or by the local
government? HPC reviews proposed demolition and/or potentially adverse alterations to listed and presumptive
historic resources, to provide input to CEQA documents prepared for the Town.

- The present owner desires a cohesive design. The previous owners made additions
resulting in a “Frankenstein” house. Bonnie Bamburg was hired as a historical
consultant. They have seen the original site plans and permits pulled in 1990. The survey
forms were very succinct. There was a significant remodel in 1989. The previous owners
added buildings and a covered porch. The surrounding neighborhood has an eclectic mix
of styles such as cottages and ranch-style homes.

MOTION: Motion by Chair Hudes to deny removal from the Historic Resources
Inventory based on the observed integrity of the following features:
1. Size and shape of structure/foundation;
2. Consistent style (Spanish colonial revival);
3. Location and size of windows and doors;
4. Gable vents;
5. Roof material;
6. At least three original windows;
7. Location of rough vs. dimensional lumber used; and
8. Absence of work to the front of the house.
Seconded by Committee Member Derham.
VOTE: Motion failed. 1-3 with Vice Chair Cowan, Committee Member Derham,
and Committee Member O’Donnell opposing.
