PROJECT LOCATION: 258 EDELEN AVENUE. PROPERTY OWNER: MARSHA AND REILLY SWEETLAND. APPLICANT: TONY JEANS/THIS DESIGN. REQUESTING APPROVAL FOR EXTERIOR ALTERATIONS AND CONSTRUCTION OF AN ADDITION TO A CONTRIBUTING SINGLE-FAMILY RESIDENCE IN THE UNIVERSITY-EDELEN HISTORIC DISTRICT ON PROPERTY ZONED R1-D:LHP. APN 529-05-013. RECOMMENDATION: Consider the proposed project and request for approval. BACKGROUND: A. Property Details 1. Date primary structure was built: 1905 2. Town of Los Gatos Preliminary Rating: C Contributor to Town’s historic feeling but has had some alterations 3. Does property have an LHP Overlay? Yes 4. Is structure in a historic district? Comments An application for a Minor Residential Development in an Historic District (HS-19-038) was submitted on September 18, 2019, for construction of exterior alterations and an PAGE 2 OF 3 SUBJECT: 258 EDELEN AVENUE SEPTEMBER 20, 2019 N:\DEV\HISTORIC PRESERVATION\HPC Sheets\2019\Edelen Avenue, 258 - 09-25-19.docx 9/20/2019 10:55 AM BACKGROUND (continued): addition to the residence located on the east side of Edelen Avenue in the University- addition located at the rear of the residence, and an interior fireplace, which was likely on the exterior of the residence prior to the sunroom addition (Attachment 6). The rear portion of the original 8:12 roof would be altered, with the new roof reduced to 2:12 to accommodate new clerestory windows on the rear elevation. The existing residence includes a mix of window and door types, including divided-lite casement and double- hung. Proposed windows and doors at the rear of the residence include: • Fixed windows at the new clerestory; • Folding doors across the proposed dining area addition; and • Sliding windows on either side of the proposed dining area addition. The project plans do not explicitly specify the materials of the proposed windows and doors but do indicate that they would match existing. New wood exterior siding, wood trim, gutters, downspouts, and roof would match existing. The proposal for exterior alterations, including additions, for a property within a historic district is required to be considered by the Historic Preservation Committee at a public meeting prior to submittal of Building permits. Should the HPC find merit in the request, Building Permits could be approved by the Community Development Director and the project would not return to the HPC. DISCUSSION: A. Considerations – related to the request for approval of a Minor Residential Development in an Historic District on a contributing structure to a Historic District. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district.
