RECOMMENDATION:
Consider the proposed project and request for approval.

B. Comments
An application for a Minor Residential Development in an Historic District (HS-19-020)
was submitted on April 4, 2019, for the proposed addition to and modification of the
residence located on the southwest corner of Tait and Bean Avenues. The applicant
proposes demolition of portions of the first and second floors and construction of an
addition to the first floor. The gable-end addition on the first floor would extend from

the right-side elevation approximately 14 feet two inches. An existing closet on the Tait
Avenue (front) elevation adjacent to the front entry would be demolished to allow for
an extension of the front porch, which would match the existing porch. An existing
bathroom on the rear elevation would be demolished to allow construction of a new
gable-end covered porch. A shed-roof portion of the second floor on the right elevation
would be demolished and a new gable-end addition would be constructed with a slightly
smaller footprint than the removed shed roof area. All existing wood windows would be
replaced with double-hung wood windows. All other materials of the proposed
additions would match the existing materials.
The proposal for minor exterior changes for a property within a historic district is
required to be considered by the Historic Preservation Committee at a public meeting
prior to submittal of Building permits. Should the HPC find merit in the request, Building
Permits could be approved by the Community Development Director and the project
would not return to the HPC.
DISCUSSION:
A. Considerations – related to the request for approval of a Minor Residential Development on
a noncontributing single-family residence in the Almond Grove Historic District.
X In evaluating applications, the deciding body shall consider the architectural style,
design, arrangement, texture, materials and color, and any other pertinent factors.
Applications shall not be granted unless:
1. In historic districts, the proposed work will neither adversely affect the exterior
architectural characteristics or other features of the property which is the subject of
the application, nor adversely affect its relationship, in terms of harmony and
appropriateness, with its surroundings, including neighboring structures, nor
adversely affect the character, or the historical, architectural or aesthetic interest or
value of the district.
