PROJECT LOCATION: 25 W. MAIN STREET. PROPERTY OWNER: STEVE LEONARDIS. APPLICANT: GORDON WONG. REQUESTING APPROVAL FOR CONSTRUCTION OF AN ADDITION TO A CONTRIBUTING BUILDING IN THE DOWNTOWN HISTORIC COMMERCIAL DISTRICT, INCLUDING VARIANCES FOR MAXIMUM FLOOR AREA, DRIVEWAY LENGTH, AND OPEN SPACE FOR MULTI-FAMILY USE IN A MIXED-USE PROJECT ON PROPERTY ZONED C-2:LHP. APN 529-01-017. RECOMMENDATION: Consider the proposed project and request for approval. BACKGROUND: A. Property Details 1. Date primary structure was built: 1880’s 2. Town of Los Gatos Historic Status Code: 5D, Appears eligible for local designation as an individual property (Residential Design Guidelines, Appendix E) 3. Does property have an LHP Overlay? Yes 4. Comments On March 28, 2018, the owner requested a preliminary review by the Historic Preservation Committee to consider exterior modifications to the existing building, including alterations to existing windows, new windows, and a modification to the existing roof, in addition to a two-story addition to the rear of the commercial building. The Committee discussed the matter and provided comments to the owner, including recommendations to retain character defining features of the contributing building and to separate the addition with a recess or “hyphen” element. The minutes for the March 28, 2018 meeting are included in the April 25, 2018 agenda as Consent Item 1. On August 22, 2018, the applicant returned to the Committee for review of the revised plans ahead of submitting a formal Planning application. The applicant proposed to retain the character defining features of the building with no modifications to the existing doors and windows along the front, left, and right elevations, and to construct a two-story addition to the rear of the building separated by a recessed stairwell or “hyphen” element. The Committee discussed the matter and the minutes for the August 22, 2019 meeting are included in the September 26, 2018 agenda as Consent Item 1. On January 23, 2019, the applicant submitted an Architecture and Site Application (S-19- 005), a Conditional Use Permit application (U-19-001) and a Variance application (V-19- 002). On February 20, 2019, the applications were reviewed at Staff Technical Review. The applicant has provided a memorandum addressing the August 22, 2018 Committee comments (Attachment 3). The development plans attached are substantially the same as what was reviewed by the Committee on August 22, 2018, with the following modifications (Attachment 6): • Relocation of the front entrance door to restore to historic condition; • Replacement of front door to restore to historic condition; • Remodeling and reduction of middle curtain wall on front elevation to accommodate door and ADA access; • Squaring off the front building corner to restore to historic condition; • Replacement of some windows to match existing single hung style; • Barn style garage doors; • Increased dimension on garage columns; • Proposed dormer changed to shed dormer; and • Balconies added to the addition on the second story to accommodate open space requirements. MAIN STREET APRIL 18, 2019 N:\DEV\HISTORIC PRESERVATION\HPC Sheets\2019\Main W 25_4-24-19.docx 4/18/2019 5:27 PM BACKGROUND (continued): Town Code Section 29.10.020 defines demolition of historic structures as removal, enclosure, or alteration of more than twenty-five percent of the wall(s) facing a public street, or fifty percent of all exterior or walls. The proposal no longer appears to propose demolition of the contributing building, per the definition. The Architecture and Site, Conditional Use Permit and Variance applications must be reviewed by the Committee for design review recommendation to the Community Development Director. The applicant is seeking a recommendation from the Committee regarding whether the proposal will adversely affect the exterior architectural characteristics and other features of the property or affect the relationship with the surrounding historic district. Should the Committee find merit in the request, the request could be considered by the Planning Commission, and the project would not be required to return to the Committee. DISCUSSION: A. Considerations Required with Recommendation In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: 1. In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district.
