RECOMMENDATION:
Review the proposed removal and replacement of in kind exterior shingle siding, and provide a
determination to the Community Development Director as to whether the replacement is
appropriate.

B. Background
The applicant met with the HPC on May 25, 2016 to receive recommendation on an
Architecture and Site application (S-16-055) to relocate a single-family residence and
construct an addition to the existing second story. The HPC recommended approval of
the project with additional conditions (Exhibit 3). The Development Review Committee

approved the Architecture and Site application on February 28, 2017. The applicant
submitted Building Permit plans (B-17-0332) which were approved and issued on
September 20, 2017. On January 18, 2018, the applicant met with the HPC to request
approval for replacement of the original windows. The HPC reviewed and approved the
request (Exhibit 4).
C. Comments
Per Town Code Section 29.10.020, removal of more than 25 percent of the siding facing
a public street, or 50 percent of the exterior siding, of a historic structure constitutes
demolition of the structure. The removal and replacement of in kind, non-repairable
exterior siding while maintaining the exterior appearance or historic character is exempt
from this definition if approved by the deciding body. The project currently proposes
removal and replacement of all the existing exterior wood shingle siding in kind, due to
the dry rot and brittle paper vapor barrier, as discussed in the justification letter
(Exhibit 1). The applicant is seeking a determination from the HPC that the replacement
is appropriate, will not change the exterior appearance or historic character of the
house, and is therefore exempt from the definition of demolition.
DISCUSSION:
A. Considerations
Sec. 29.80.290. Standards for review.
In evaluating applications, the deciding body shall consider the architectural style,
design, arrangement, texture, materials and color, and any other pertinent factors.
Applications shall not be granted unless:
For pre-1941 structures, the proposed work will neither adversely affect the exterior
architectural characteristics or other features of the property which is the subject of the
application.

Our contractor, Mehus Construction, Inc, has recommended the existing exterior shingles be replaced .
The communication from Mehus Construction outlining the reasons follows :
Dear Harry and Martha,
We recommend the existing shingles be replaced for the following reasons:
1. Much of the remaining shingles are split, rotted and disintegrating i.e., all (6) dormers.
Other areas appear to have been patched or replaced . None are salvageable for a quality
restoration .
2 . The existing shingles are attached to skip sheeted planking, with a compromised and brittle
paper vapor barrier. This was unknown until interior lath and plaster was removed .
3 . The structural retrofitting on the exterior walls required detaching the skip sheeting from the
wall studs. Some large sections that appear to be intact are actually not attached to the structure.
There is no proper way to re-attach these sections.
4 . New windows and doors cannot be properly flashed for a watertight installation without
solid backing and a usable vapor barrier to tie into.
5. Removal of the existing shingles will allow a continuous , complaint vapor barrier and
cosmetically consistent new shingles throughout. The original cedar shingle and installation
pattern would be matched exactly, per the sample submitted to Azhar Khan at last week's site
meeting .

Further, we have attached photographs of the issues raised in the communication from Mehus. The
photos are titled and reference the points covered in the communication.
The attached plans, A-4 & A -5 from the current approved plans show all elevations and the exterior
shingles . Our architect for this project, Chris Spaulding has reviewed and agrees with the
recommendations .
We request the Historical Preservation Committee approve the recommendations made by Mehus
Construction and reviewed by Chris Spaulding, AIA.

addition with the following recommendations: the bay window should be
retained , the original style of window should be copied throughout the property,
the shutters should not be replaced, and the proposed small window on the right
elevation should match the existing window. The motion was seconded by
Michael Kane .
VOTE: Motion passes 4-0-1.
