REQUESTING APPROVAL OF A MINOR RESIDENTIAL DEVELOPMENT ON A NON-CONTRIBUTING SINGLE-FAMILY HOME IN THE ALMOND GROVE HISTORIC DISTRICT ON PROPERTY ZONED R1-D:LHP. APN 510-16-020. RECOMMENDATION: Review the proposed project, make the considerations for design review for the proposed attic addition to and modification of the residence, and forward a recommendation to the deciding body. Comments On July 26, 2017, the HPC considered a request to remove a pre-1941 property from the Historic Resources Inventory and a preliminary review of a Minor Residential Development to make changes to the exterior of the residence, including an enlarged attic space, façade changes, and changes to exterior materials. At this meeting, the PAGE 2 OF 3 SUBJECT: 223 MASSOL AVENUE DECEMBER 8, 2017 N:\DEV\HISTORIC PRESERVATION\HPC Sheets\2017\Massol 223 - 12-13-17.docx 12/8/2017 3:23 PM Committee discussed the matter and voted to deny the request to remove 223 Massol Avenue from the Historic Resources Inventory and continued the discussion of the preliminary review of the Minor Residential Development to August 23, 2017, to allow the applicant to address some of the concerns voiced by the Committee. On August 23, 2017, the Committee conducted a preliminary review of a revised proposal, providing preliminary approval of the project with the following direction: • Revise the proposed gable end roof at the front elevation of the attic addition to a hip roof, matching the existing hip roof (the proposed gable end roof at the rear elevation of the attic is acceptable). The Committee also approved the front wall of the attic addition moving forward to maintain interior headroom; • Revise the proposed standing-seam metal roof at the attic addition to a composition roof to match the existing; • Revise the proposed board and batten siding at the attic addition and the porch to lap siding to match the existing siding; • The standing-seam metal roof at the porch is acceptable; • Recognition that approximately 75% of the front elevation is not original, and has been modified, such that it has lost integrity. The top-right area of the front elevation (approximately 25%) is the only remaining original area on the front elevation; and • Any window change at the only remaining original area on the front elevation should reflect original documented location and extent. An application for a Minor Residential Development (M-17-018) is in review for the proposed addition to and modification of the residence submitted on October 19, 2017. The applicant has made several changes to address the direction provided by the Committee at the previous meeting. Specifically, a new dormer has been introduced on the front elevation of the attic addition to reflect the existing hip roof. The applicant explored changing the gable end roof of the addition to a hip, which included moving the front wall forward, but found that the proposed dormer addition worked better and preserved more of the existing roof form. The project has been referred to the HPC for its input and recommendations to ensure the proposal is compatible with the original structure and with the surrounding area. The revised plans address the recommendations provided by the HPC during preliminary review of the proposal. Considerations – related to the request for approval for a Minor Residential Development on a non-contributing single-family home in the Almond Grove Historic District. X In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: 1. In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district.
