REQUESTING A RECOMMENDATION FOR A MINOR RESIDENTIAL DEVELOPMENT ON A NON-CONTRIBUTING SINGLE-FAMILY HOME IN AN HISTORIC DISTRICT ON PROPERTY ZONED R1-D:LHP. APN 510-16-020. RECOMMENDATION: Review information and provide a preliminary recommendation for the applicant’s proposal fo an attic addition to the home. BACKGROUND: A. Property Details 1. Date primary structure was built: 1908 2. Town of Los Gatos Historic Status Code: None 3. Does property have an LHP Overlay? Yes 4. Is structure in a historic district? Yes, Almond Grove 5. If yes, is it a contributor? No 6. Findings required? Yes 7. Considerations required? Yes B. Comments On July 26, 2017, the applicant requested approval to remove a pre-1941 property from the Historic Resources Inventory and a preliminary review of a Minor Residential Development to make changes to the exterior of the residence, including an enlarged attic space, façade changes, and changes to exterior materials. At this meeting, the PAGE 2 OF 3 SUBJECT: 223 MASSOL AVENUE AUGUST 17, 2017 N:\DEV\HISTORIC PRESERVATION\HPC Sheets\2017\Massol – 223 – 08-23-17 8/17/2017 3:29 PM Committee discussed the matter and voted to deny the request to remove 223 Massol Avenue from the Historic Resources Inventory and continue the discussion of the Minor Residential Development to August 23, 2017, to allow the applicant to address some of the concerns voiced by the Committee. In response to the Committee’s feedback, the applicant has submitted revised project plans (Attachment 4). The massing of the proposed attic addition has been simplified with the removal of the previously proposed dormers on the North and South Elevations. The resulting mass of the attic addition would be a simple gable-ended roof form. Vertical board and batten siding would surround the windows on the North and South Elevations, interrupting the horizontal lap siding and relating to the siding on portions of the lower level. Additionally, the length of the attic addition has been reduced by approximately two feet, moving the front elevation wall further into the residence and reducing its visual presence from the street below. The applicant has provided several photographs from the street demonstrating the extent of the visibility of the existing roof area from the street (Attachment 1). The applicant has also provided a sightline diagram demonstrating the visibility of the proposed attic addition from the street (Attachment 2). DISCUSSION: A. Considerations – related to the request for preliminary approval for a Minor Residential Development on a non-contributing single-family home in the Almond Grove Historic District. X In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: 1. In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district. B. Town Policy X That the work proposed is compatible with the neighborhood.
