Comments: On August 19, 2015, the Los Gatos Historic Preservation Committee recommended approval of the request for an addition greater than 100 square feet to an existing second story home. The applicant received a building permit for the second story addition. The project is currently under construction. The applicant is requesting modifications to the front elevation- modification to the right front roof line and the modification of the new front door. Cc: Ann Kownacki, 21 Oak Hill Way, Los Gatos, CA 95030 Required Findings As required by Section 29.10.09030(e)(2) of the Town Code for the demolition of a single family residence (Preservation of historically or architecturally significant buildings) and the Secretary of Interior Standards of any historic structure. 1. The building is not associated with any events that have made a significant contribution to the Town. 2. No significant persons are associated with the site. 3. There are no distinctive characteristics of type, period or method of construction or representation of work of a master. 4. The structure does not yield information to Town history. 5. Structural integrity of the building. Required Considerations Sec. 29.80.290. Standards for review. In evaluating applications, the deciding body shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. Applications shall not be granted unless: _ 1 On landmark sites, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the landmark (and, where specified in the designating ordinance for a publicly owned landmark, its major interior architectural features) nor adversely affect the character of historical, architectural or aesthetic interest or value of the landmark and its site. 2 In historic districts, the proposed work will neither adversely affect the exterior architectural characteristics or other features of the property which is the subject of the application, nor adversely affect its relationship, in terms of harmony and appropriateness, with its surroundings, including neighboring structures, nor adversely affect the character, or the historical, architectural or aesthetic interest or value of the district. Town Policy X That the work proposed is compatible with the neighborhood. 8/8116 21 Oak Hill Way Project Planner Erin Walters Summary Letter for City of Los Gatos Historical Preservation Committee Dear sir: RECEIVED AUG 0 9 2016 TOWN OF LOS GATOS PLANNING DIVISION Plans were approved for a combo rebuild and second story addition of a master bedroom and bath at 21 Oak Hill Way on Dec 18,2015. Upon demo it was determined that the foyer on the north side of the building is single wall construction and will not support windows or doors. In addition the chimney wall on the west side is too low - 7 foot is needed for code. The solution is to rebuild the facade on the foyer and the chimney wall. In order to accommodate the header for the doorway the detail of the overhang is best eliminated and the roof line changed 6inches upwards to become a 7 foot high wall. The ridge of that section will stay at the same height. In this decision it was decided that a two door opening with side lights which utilizes the same rough opening would look more consistent than the three door concept. Conclusion for HPC consideration : Detail elimination on right side, slight change in roof pitch on one side of the ridge doorway style change from three door to craftsman 2 door with side lights All materials wil.l match the existing siding and shake. . ,. SUMMARY MINUTES OF SPECIAL MEETING OF THE IDSTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR AUGUST 19, 2015, HELD IN THE TOWN COUNCIL CHAMBERS, 110 E MAIN STREET, LOS GATOS, CALIFORNIA . The meeting was called to order at 3:58P.M. by Chair Len Pacheco. ATTENDANCE Members Present: Len Pacheco, Bob Cowan, Kathryn Janoff Members Absent: Michael Kane, Tom O'Donnell Staff Present: Jennifer Savage, Senior Planner VERBAL COMMUNICATIONS None. ITEM1 140 FOSTER ROAD Rob Weiner (property owner) was present. Kathryn Janoff commented that the previous package contained compelling historic information and when you are close to the structure you can observe the unique architecture styl~. She commented that the existing structure should be retained due to architectural interest and history. Bob Cowan commented that the existing structure has some redeeming architecture and provided sketches of ideas to retain the structure. The existing building is significant. He is interested in retaining the existing architecture but not the existing building. He suggested an outbuilding, second unit, or pool house. Rob Weiner commented that cut and fill limits, creek setbacks, fire department turnaround, and slope issues may prevent them from including an outbuilding. He can consider the other side of the bridge but the building envelope is restrictive and he has a limit for square footage . Bob Cowan discussed other alternatives. Kathryn Janoff commented that the applicant's proposal is to design a new structure reflecting the historic structure but the Committee is ·asking for the existing structure to be maintained. ,· Historic Preservation Committee August 19,2015 Page 3 of4 ITEM3 Jay Plett explained that the adjacent structures have similar setbacks and there is a lot vegetation screening. The project maintains grand front yard. Kathryn Janoff commented that the project loses the tall narrow Italianate Victorian look with the proposed horizontal windows at cellar. Len Pacheco agrees that if windows go away on the street facing elevation it would be good; the windows on the sides are okay. Bob Cowan commented that the proposal looks good as is. Kathryn Janoff commented that the street elevation windows, especially with lites, detract from the existing architecture. Kathryn Janoff recommends approval of the request with the condition that the two front windows under bay window be removed from the proposal. The motion was seconded by Len Pacheco and approved unanimously. 210AKHILLWAY Bob Hightower (architect) and Sandy Kay (property owner) were present. Len Pacheco commented that there is a mix of horizontal siding and shingles but he does not recognize the architectural style. Sandy commented that the siding has not been changed and her mom was told the part of the existing structure was the post office for the novitiate. Kathryn Janoff commented that the addition is tastefully incorporated and it is nice that the shakes will be maintained. The Committee consider whether there was historical significance of the colors or if certain colors would be more appropriate. Len Pacheco recommended rustic, non-pastel, earth tone colors . Kathryn Janoff commented that the rich red is appropriate. The Committee commented that there is no historic significance of white trim but the Committee has no issue with it. Bob Cowan commented that some windows have sills and some are picture windows .
