Comments: The applicant is requesting to modify the entry stairs to the main residence for the
property. The application was considered by the HPC on the October 28, 2015,
and March 9, 2016 and was continued with direction by the Committee. The
minutes for the March 9th meeting are attached.

Required Findings
As required by Section 29.10.09030(e)(2) of the Town Code for the demolition of a
single family residence (Preservation of historically or architecturally significant
buildings) and the Secretary of Interior Standards of any historic structure.
1. The building is not associated with any events that have made a significant
contribution to the Town.
2. No significant persons are associated with the site.
3. There are no distinctive characteristics of type, period or method of construction
or representation of work of a master.
4. The structure does not yield information to Town history.
5. Structural integrity of the building.
Required Considerations
Sec. 29.80.290. Standards for review.
In evaluating applications, the deciding body shall consider the architectural style,
design, arrangement, texture, materials and color, and any other pertinent factors.
Applications shall not be granted unless:
1 On landmark sites, the proposed work will neither adversely affect the
exterior architectural characteristics or other features of the landmark (and,
where specified in the designating ordinance for a publicly owned
landmark, its major interior architectural features) nor adversely affect the
character of historical, architectural or aesthetic interest or value of the
landmark and its site.
2 In historic districts, the proposed work will neither adversely affect the
exterior architectural characteristics or other features of the property
which is the subject of the application, nor adversely affect its
relationship, in terms of harmony and appropriateness, with its
surroundings, including neighboring structures, nor adversely affect the
character, or the historical, architectural or aesthetic interest or value of
the district.
X 3 For pre-1941 structures, the proposed work will neither adversely affect
the exterior architectural characteristics or other features of the property
which is the subject of the application.

To the Historical Review Committee:
Since our last meeting on Mar. 9, 2016, we have made some adjustments to the ra iling system as per
committee recommendations .
The committee has said that the proposed brick and stone steps are appropriate given the scale of the
residence and the location of the stair cases .
The committee has recommended removing the knuckles and beefing up the balustrades. We believe
that the si ze of the knuckles looked quite large because the balustrades were drawn as simple thin lines
on the plan. Our current plan drawing shows the balustrades with better scale to show a beefier look.
They will be 5/8" -1 " square. Therefore, the knuckles are there but not as prominent. The knuckles are
a common Victorian element in railings , and our future planned fence will feature these as well. We
have included photos of the use in local fences.
The committee stated that the brick newel post is too large. We have changed the newel design to
feature one that is a 4-6" square steel post with cap at the top and moulding at the bottom. This is
considerably smaller than the 18 " brick column. The newel will have a plate and post welded to the
bottom which will penetrate 12-18" through the stone and concrete form . See photo.
As specified by California state law, the railing will be 34-38" high, with balusters that are <4 3/8"
apart. The railing will terminate near ground landing at the steel post on the first step, and it will attach
by welding. The hand railing will terminate at the porch wall where the current railing attaches . The
railing will attach to the porch wall by screws . If the railing needs to be higher at the porch wall it could
be curved upwards as shown in the drawing by Brian's Welding. The specific attachment and
specifications will be redrawn by Brian's Welding for the planning department when the project gets
there .
The front stairs will be approx. 11 0.5'' wide, with a 5" rise of brick and 2" thick tread of bluestone.
The tread will be 12-14" deep.
The side stairs will be approx. 101 " wide, with a 5" rise of brick and 2" thick tread of bluestone . The
tread will be 12-14" deep.
