Main Street Los Gatos, CA 95030 ● 408-354-6874 www.losgatosca.gov TOWN OF LOS GATOS HISTORIC PRESERVATION COMMITTEE REPORT MINUTES OF THE HISTORIC PRESERVATION COMMITTEE MEETING OCTOBER 28, 2020 The Historic Preservation Committee of the Town of Los Gatos conducted a Regular Meeting on October 28, 2020, at 4:00 p.m. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic and was conducted via Zoom. All committee members and staff participated from remote locations and all voting was conducted via roll call vote. In accordance with Executive Order N-29-20, the public could only view the meeting online and not in the Council Chamber. MEETING CALLED TO ORDER AT 4:00 PM ROLL CALL Present: Vice Chair Steve Raspe, Planning Commissioner Mary Badame, Planning Commissioner Matthew Hudes, Committee Member Nancy Derham VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – September 23, 2020 Approved unanimously. SPECIAL NOTE Meeting opened by Vice Chair Steve Raspe in memory of former Chair, Robert Cowan. PUBLIC HEARINGS 2. 15 Ellenwood Avenue Consider a request to remove a Pre-1941 property from the Historic Resources Inventory for property zoned R-8. APN 510-19-017. MOTION: Motion by Committee Member Nancy Derham to deny the request to remove from the Pre-1941 property at 15 Ellenwood Court from the Historic Resources Inventory. Seconded by Planning Commissioner Mary Badame. VOTE: Motion passed unanimously, 4-0. 3. 225 Wilder Avenue Minor Residential Development Application MR-20-010. Forward a recommendation to the Director on a Request for Approval for construction of a detached garage with reduced setbacks on a contributing single-family residence in the Almond Grove Historic District on property zoned R-1D:LHP. APN 510-17-024. PROPERTY OWNER/APPLICANT: Van Le PROJECT PLANNER: Ryan Safty Commissioner Mary Badame recused herself from Item 3, 225 Wilder Avenue, as her business is located within 1,000 feet of the subject property. MOTION: Motion by Planning Commissioner Michael Hudes to recommend approval to the Director for construction of a detached garage with reduced setbacks on a contributing single-family residence in the Almond Grove Historic District. APN 532-07-113. PROPERTY OWNERS/APPLICANTS: Lauren and Joseph Fulcher PROJECT PLANNER: Sean Mullin Sean Mullin, Associate Planner, presented the staff report. Opened Public Comment. Applicant presented the project. Closed Public Comment. Committee members discussed the matter. MOTION: Motion by Planning Commissioner Mary Badame to forward a recommendation of approval to the Director for construction of proposed exterior alterations and addition to the Pre-1941 residence. Seconded by Planning Commissioner Michael Hudes. VOTE: Motion passed unanimously, 4-0. PROPERTY OWNERS: Mahtab Fatemi and Ben Verwer APPLICANT: Jay Plett PROJECT PLANNER: Diego Mora Commissioner Matthew Hudes recused himself from Item 5, 15 Chestnut Avenue, as his property is located within 1,000 feet of the subject property. Applicant presented the project. Closed Public Comment. Committee members were supportive of the project and provided the following comments: • It is important to keep neighbors informed because the project involves adding windows and square footage to the property. • The massing feels appropriate. • The style fits with the existing house and neighborhood. 6. Discussion of Special Meeting Dates for November (11/18) and December (12/16). All members able to attend November 18 and December 16 at 3:00 p.m. 7. Opening on the Historic Preservation Committee. Deadline to apply is Friday, November 6, 2020 at 4:00 p.m. 8. Report from Planning Manager • GPAC: Initial Draft Environmental & Sustainability Element with HPC comments considered; Initial Draft Land Use Element and Community Design Element to be considered on 11/5 and 11/19. • 101 Broadway appeal of A&S for new house to be heard by PC tonight 10/28.
