Main Street Los Gatos, CA 95030 ● 408-354-6874 www.losgatosca.gov TOWN OF LOS GATOS HISTORIC PRESERVATION COMMITTEE REPORT MINUTES OF THE HISTORIC PRESERVATION COMMITTEE MEETING JUNE 24, 2020 The Historic Preservation Committee of the Town of Los Gatos conducted a Regular Meeting on June 24, 2020, at 4:00 p.m. This meeting was conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the public may only view the meeting on television and/or online and not in the Council Chamber. MEETING CALLED TO ORDER AT 4:00 PM ROLL CALL Present: Vice Chair Steve Raspe, Planning Commissioner Mary Badame, Planning Commissioner Matthew Hudes, Committee Member Nancy Derham Absent: Chair Robert Cowan VERBAL COMMUNICATIONS None. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approval of Minutes – May 27, 2020 MOTION: Motion by Committee Member Nancy Derham to approve the Consent Calendar. Seconded by Commissioner MaryBadame. VOTE: Motion passed unanimously. PUBLIC HEARINGS 2. 4 Glen Ridge Avenue Forward a Recommendation to the Director on a Request for Exterior Alterations to a Pre-1941 Single-Family Residence on Property Zoned R-1D. APN 510-42-016. MOTION: Motion by Commissioner Matthew Hudes to recommend approval to the Director for Exterior Alterations to a Pre-1941 Single-Family Residence on Property Zoned R-1D as proposed, with the following conditions: • Window size and/or location changes be limited to the rear of the residence and be consistent with the Craftsman style; and • All other replacement windows match existing. Seconded by Committee Member Nancy Derham. VOTE: Motion passed unanimously, 4-0. 3. 515 Bachman Avenue Consider a Request to Remove a Pre-1941 Property from the Historic Resources Inventory for Property Zoned R-1:8. APN 515-15-011. MOTION: Motion by Commissioner Matthew Hudes to approve the request to remove the pre-1941 property from the Historic Resources Inventory, recognizing that the architectural integrity of the residence has been compromised. Members of the committee were supportive of the project. 6. 432 Los Gatos Boulevard Preliminary Review for Construction of Exterior Alterations and an Addition to a Pre- 1941 Residence Located on Property Zoned R-M:5-12. APN 532-07-113. PROPERTY OWNERS/APPLICANTS: Lauren and Joseph Fulcher PROJECT PLANNER: Sean Mullin Sean Mullin, Associate Planner, presented the staff report. Opened Public Comment. Architect presented the project. Closed Public Comment. Committee members discussed the matter. PAGE 5 OF 5 MINUTES OF THE HISTORIC PRESERVATION COMMITTEE MEETING OF JUNE 24, 2020 N:\DEV\HISTORIC PRESERVATION\HPC minutes\2020\06-24-20 Mins.docx Members of the committee were generally supportive of the project, and recommended the following: • Provide a sample of the proposed standing seam metal roof material for review by the Committee under a formal application; • Provide examples of standing seam metal roofing used in the surrounding neighborhood to ensure neighborhood compatibility. 7. Report from Planning Manager Sally Zarnowitz, Planning Manager provided an update on the General Plan update process. The GPAC is currently looking at the Environment and Sustainability Element. The next element to be reviewed is the Community Design Element. This could be added to a n upcoming HPC agenda so that the Committee can offer comments and forward them to the GPAC.
