09-23-15 Minutes - HPCTOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95030 (408) 354-6872 SUMMARY MINUTES OF MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR SEPTEMBER 23, 2015 , HELD IN THE TOWN COUNCIL C HAMBERS , 110 E MAfN STREET, LOS GATOS, CALIFORNIA. The meeting was called to order at 4:00P.M. by Chair Len Pacheco. ATTENDANCE Members Present: Len Pacheco, Bob Cowan, Kathryn Janoff, Michael Kane, Tom O'Donnell Members Absent: None Staff Present: Joel Paul son, Planning Manager VERBAL COMMUNICATIONS None. ITEM 1 ITEM 2 APPROVAL OF MINUTES Bob Cowan requested changes to pages 1 and 2 ofthe August 26,2015 minutes . Michael Kane requested changes to page 4 of the August 26, 2015 minutes. Kathryn Janoff moved to approve the minutes of August 26, 2015 with the requested changes. The motion was seconded by Tom 0 'Donnell and approved unanimously. 140 FOSTER ROAD Jay Plett (Architect) Deborah Stanley (property owner) were present and di scu ssed the proposed modification and options. L en Pacheco thanked the property owner and architect for bringing back options and commented that he was pleased with the house de sign. Tom 0 'Donnell commented that option 1 and 2 are acceptable and that option 3 seems difficult. Michael Kane asked what option the property owner and architect preferred. The property owner stated that the y prefer option 1. Kathryn Janoff commented that the previous direction was to create a replica. Historic Preservation Committee September 23, 2015 Page 2 of4 One of four walls is a good gesture, but doesn 't satisfy the desire for a replica. Bob Cowan agrees with Kathryn Janoff Commented that four sides should be replicated to mimic the existing structure to pre serve architectural character. Commented that a slight bit of contrast may be a good idea. Michael Kan e provided the architect with the minutes from their last meeting on this matter. L en Pacheco asked if a replica of the existing building would meet the guidelines. The architect commented that the existing building exceeds the allowed height and explained why a smaller building is necessary. Kathryn Janoff asked about the standing metal seam roof. The architect stated that it could be a composition shingle roof. Len Pacheco asked if there was a way to separate the structure from the house. Kathryn Janoff commented that a smaller building is not the same. Len Pacheco asked if they had run this by the original architect. Bob Cowan asked the architect to mimic the existing building, to match more sides of the ex isting hou se , and the roof pitch. Kathryn Janoff commented that she was disappointed that the previous direction wasn 't followed. The architect stated that they could mimic two additional walls. Len Pacheco asked about the garage doors. The architect stated that they would like to keep the garage doors, but they could be modified . Len Pacheco asked about using a different roof material and changing the roof pitch and shape. The architect stated that there are challenges associated with associated with changing the roof pitch and shape. Historic Preservation Committee September 23, 2015 Page 3 of4 ITEM3 Bob Cowan stated that the elements should mimic not replicate the existing house exactly . Len Pacheco commented that the roof isn 't being mimicked, but we don't want to denigrate the existing design. Tom 0 'Donnell stated that he is okay with option 1. Kathryn Janoff commented that the proposal is contrary to what was asked for and that it needed to go back to the drawing board . Bob Cowan stated that he is okay with the revision except for the roof structure and that it is okay to have a different roof for a replica. Len Pacheco asked if they can modify the roof. The architect stated that they would like to keep the roof and change the garage doors. They could make a hip roof work . Len Pacheco stated that he can live with a hip roof. Bob Cowan stated that a hip roof could work. Len Pacheco moved to approve the proposal with direction to include three facades of the proposed garage that replicate the existing structure given the constraints of the lot and the design of the structure. The motion was seconded by Tom 0 'Donnell and approved 4-1 with Kathryn Janoff opposed. 14333 MULBERRY DRIVE Hooman Bolandi (property owner) was present and is requesting approval to remove a pre-1941 property from the Historic Resources Inventory. Len Pacheco thanked the applicant for the documentation that was provided and stated that the house should ~e removed from the Historic Resources Inventory. Len Pacheco moved to approve the request based on the documentation that was provided and the condition of the property. The motion was seconded by Michael Kane and approved unanimously. Historic Preservation Committee September 23,2015 Page 4 of4 ITEM4 ITEMS ITEM6 209 PROSPECT A VENUE Marcy Caudill (property owner) was present and is requesting approval to remove a pre-1941 property from the Historic Resources Inventory. Len Pacheco thanked the applicant for the documentation that was provided and stated that the house should be removed from the Historic Resources Inventory. Len Pacheco moved to approve the request based on the documentation that was provided. The motion was seconded by Kathryn Janoff and approved unanimously. 128 T AIT A VENUE Mark DeMattei (applicant) Mrs. Queiroz (property owner) were present and are requesting approval of exterior modifications for a contributing single-family residence in the Almond Grove Historic District. Kathryn Janoff stated that this is a narrow setback. L en Pacheco stated that the shed roof proposed was problematic and that it should be a hip roof or a gable end could work too. The applicant stated that they could do a hip roof Bob Cowan moved to approve the request with a hip roof instead of a shed roof and without colored glass. The motion was seconded by Len Pacheco and approved unanimously.
