06-15-05 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A SPECIAL MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR JUNE 15, 2005, HELD IN THE TOWN COUNCIL CHAMBERS, 110 E MAIN STREET, LOS GATOS, CALIFORNIA. ------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 5:30 P.M. by Chair Pacheco ATTENDANCE Members Present: Kendra Burch, Bob Cowan, D. Michael Kane, Tom O’Donnell and Len Pacheco Members Absent:None Staff Present:Sandy Baily, Associate Planner Joel Paulson, Associate Planner Rachel Bacola , Assi stant Plan ner (pa rt of t he meet ing) Vu Nguyen, Assi stant Plan ner (pa rt of t he meet ing) Cowan stated for the record that he had a conflict of interest with the next item since he works with the arc hitec t. ITEM 1:16891 SPENCER AVENUE The Committee considered revised plans to construct a second story addition to a pre-1941 single family residence. Pacheco moved to find that the work proposed is compatible with the neighborhood and recommended approval of the application to the Director of Community De ve lo pm en t. ITEM 2:156 LOMA ALTA AVENUE The Committee considered revised plans to construct a second story addition to a pre-1941 single family residence. O’Donnell moved to find that the work proposed is compatible with the neighborhood and recommended approval of the application to the Director of Community De ve lo pm en t. Bu rc h s ec on de d, mo ti on pa ss ed un an im ou sl y. ITEM 3:17603 BRUCE AVENUE The Committee considered a request to demolish a pre-1941 single family residence. Cowan moved to recommend approval of the demolition to the Development Review Committee based on the following findings: 1.The structure was found to be in a deteriorated and hazardous condition. 2.The building is not associated with any events that have made a significant contribution to the Town. 3.No significant persons are associated with the site. 4.There are no distinctive characteristics of type, period or method of construction or representation of work of a master. 5.Th e b ui ld in g d oe s n ot yie ld in fo rm at io n i mp or ta nt to th e T ow n’s h is to ry. ITEM 4.54 CHESTNUT AVENUE The Committee considered a request for an interpretation if an addition of an attached garage to a pre-1941 single family residence is consistent with the Pre-1941 Design Guidelines. Kane moved to find that the request is consistent with the guidelines and that the work proposed is preserving the architecture of the existing house. O’Donnell seconded, motion passed unanimously. Appeal rights were cited. ITEM 5.20 PERALTA AVENUE The Committee considered a request for an interpretation if an addition to a pre-1941 single family residence is consistent with the Pre-1941 Design Guidelines. Pacheco moved to find that the revised plan submitted at the meeting, dated 6/15/05, is consistent with the guidelines if the following changes are made: 1.Eliminate the arched window at the front and rear elevations and change the window to a rectangular window with a transom. 2.Add brackets to the proposed dormer. 3.At the front elevation, modify the window in the dormer so that it has one horizontal element, not two separate windows. Kane seconded motion passed unanimously. Appeal rights were cited. ITEM 6.OTHER BUSINESS Cowan stated for the record that he lives within 500 feet of the next two items and recused hims elf fro m the m eetin g. a.202 Tait Avenue - The Committee reconsidered preliminary plans to construct a second story addition. The Committee expressed concern with the roofline and questioned if the existing Spanish Eclectic style house could accommodate a second story. The Committee recommended that the applicant consider a first story addition with a courtyard and other elements consistent with the style of the existing house. Any addition proposed needs to be compatible with existing structure and subservient to the existing house. b.218 Wilder Avenue - The Committee considered plans to demolish a house and construct a new story house. The Committee expressed concern that the house was classified as a contributor to the Almond Grove Historic District. An historic structural report would be required if the applicant proposed to demolish the house. Questionable if a demolition could be approved. The Committee expressed concern with the proposed house since it was introducing a new style to the district. Recommended that the applicant look at one story or a two story with a low profile. Cowan retur ned to the me eting. c.June 22, 2002 - Baily reminded the Committee about the local workshop with the State Architect on how to use the Secretary of Interior Standards. d.Request from the Santa Clara County Historical Heritage Commission - Baily discussed this matter with the Committee who concurred that Thursday nights would be the best night for a m eetin g. ITEM 7:STATUS OF PREVIOUS APPLICATIONS Baily informed the Committee on the status of previous applications. ITEM 8:APPROVAL OF MINUTES The minutes from the meeting of Ma y 4, 20 05 we re pa ss ed un an im ou sl y. ITEM 9:ADJOURNMENT The meeting was adjourned at 7:30 P.M. to the next regularly scheduled meeting of July 6, 2005.
