11-16-04 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 -------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A SPECIAL MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR NOVEMBER 16, 2004, HELD IN THE TOWN COUNCIL CHAMBERS LOBBY, 110 E MAIN STREET, LOS GATOS, CALIFORNIA. -------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 10:30 A.M. by Chair Pacheco ATTENDANCE Members Present: Bob Cowan, Jeanne Drexel and Len Pacheco Absent: Kendra Burch and Joanne Talesfore Staff Present: Sandy Baily, Associate Planner Randy Tsuda, Assistant Community Development Director Suzanne Davis, Associate Planner Consultant Present: Larry Cannon ITEM 1: COMMERCIAL DESIGN GUIDELINES Following is a summary of the items discussed during the meeting: · Photos should be captioned. · Historic includes any structure built prior to 1941 whether or not it is in an historic district. · Include properties (including historic walls) with historic overlay zones presented at meeting. · Illustrations were recommended. · Concerned about comment regarding using the Secretary of Interior Standards. · Note that the Commercial District is on the National Register of Historic Places and that tax credits may be available. Provide web site for the State Office of Historic Preservation for further info. · Parapets should not hide all roofs. Depends on the architecture. · It is not always desirable to set back a second floor. · New construction should be subservient to the original. · The siding on additions should also match the existing structure. · The use of glass block is not recommended. · Combine the districts since the comments are similar. · Add a section regarding awnings. Retractable awnings are encouraged which replicate past historic awnings. · Consider including an excerpt from the historic ordinances which state that “Demolition of any contributing structure is forbidden absent cataclysmic event or upon determination by the deciding body that demolition (as defined by Town Code) is necessary for the proper restoration of the structure. In the event of demolition as a result of cataclysmic event, the structure shall be reconstructed to match the structure existing prior to the cataclysmic event or a previous structure on that site.” The Committee further commented that the Town should regulate colors. In addition, it was noted that the existing ordinances for the districts do not fully reflect the desires of the Town and future amendments will be required for these documents.
