07-21-04 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ---------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A SPECIAL MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR JULY 21, 2004, HELD IN THE TOWN COUNCIL CHAMBERS, 110 E MAIN STREET, LOS GATOS, CALIFORNIA. ---------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 5:35 P.M. by Chair Pacheco ATTENDANCE Members Present: Jeanne Drexel, Len Pacheco and Joanne Talesfore Absent: Susan Burnett Staff Present: Sandy Baily, Associate Planner ITEM 1: 321 W. MAIN STREET The Committee reconsidered a request for a second story addition to a residence located in the Broadway Historic District. Pacheco moved to recommend approval of the application to the Director of Community Development subject to the following modifications: 1. The siding is not original and can be removed and replaced with horizontal real wood siding and not classify as a demolition. 2. The roof pitch shall be raised to 6:12. 3. The entry element shall be gabled ended with a two column entry porch with simple squared railing on the sides. 4. The number of steps at the front porch shall be reduced. 5. The roof on the second floor shall be gable ended. The upper portion can be fish scaled. 6. Trim shall be capped around each of the paired windows and in the center mullions. The trim shall be approximately five inches and shall be consistent throughout all elevations. 7. The windows shall be consistent and shall be one over one. 8. At the rear elevation, the lower window shall be a pair of one over one window. 9. If the front door is replaced, the door shall be of a simple paneled Victorian style. Glass is permitted in the door. 10. Siding material shall be real wood, not a composite, laminated or fabricated wood product. 11. All windows and doors shall be wood. No snap in grids or grids inside the windows are permitted. Simulated wood grids are acceptable (ie: one glass pack with grids applied by manufacturer to inside, outside and between glass), to read as a true divided lite window. Vinyl clad windows are not permitted. 12. All window trim, window finish detail, corner boards, soffits, eaves, millwork and any other detail shall match existing. Drexel seconded, motion passed unanimously. With the recommended modifications and based on photos of the surrounding residences provided at the meeting, the Committee found that the work proposed is compatible with the neighborhood. ITEM 2: 221 ALEXANDER AVENUE Based on the direction given at the last meeting to save the pre-1941 house, the applicant modified the plans to save the house and to construct an addition. The Committee considered the revised plans and recommended approval of the request to the Director of Community Development subject to the following modifications: 1. If the siding is irreparable it can be removed and replaced with horizontal real wood siding and not classify as a demolition provided approval is received by the Planning Division of the Community Development Department prior to its removal. 2. The stack shall be 2 X 2 to match existing. 3. The roof plan is acceptable. 4. The double doors from the stairway to the lower level shall be one over one and the other doors shall be consistent with this door. 5. The front door shall replicate the original door. 6. The railing abutment walls shall replicate the front entry way and the side elevation. 7. A low rock wall is recommended to be installed at the sidewalk and if possible, the grade shall be raised to be level with the existing grade of the house. The applicant shall meet with Town staff to discuss this matter and determine whether or not this recommendation can be approved and to discuss what permits (if any) are required for the grade change. 8. Carriage/barn style door shall be used for the garage. 9. Siding material shall be real wood, not a composite, laminated or fabricated wood product. 10. All windows and doors shall be wood. Talesfore seconded, motion passed unanimously. ITEM 3: OTHER BUSINESS 47 W. Roberts Rd - The Committee reconsidered preliminary plans to construct a trellis over a second story patio of a pre-1941 single family residence to install solar panels. The Committee recommended that six by six posts be used. The property owner was informed that the Community Development Department would need to review the request to ensure the plans met Town requirements and policies.
