05-05-04 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 -------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR MAY 5, 2004, HELD IN THE TOWN COUNCIL CHAMBERS, 110 E MAIN STREET, LOS GATOS, CALIFORNIA. -------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 5:30 P.M. by Committee Member Burnett ATTENDANCE Members Present: Susan Burnett, Jeanne Drexel and Joanne Talesfore Absent: Kelly Blough and Len Pacheco Staff Present: Sandy Baily, Associate Planner ITEM 1: 47 ELLENWOOD AVENUE Burnett stated for the record that she had a conflict of interest since she owns property within 500 feet of the subject site. Talesfore stated for the record that she also had a conflict of interest since she owns property within 500 feet of the subject site. Baily stated that the two Committee members absent from the meeting also would have a conflict of interest since they owned property within 500 feet of the subject site and therefore, there would not be a quorum available if the Committee had a full attendance. Therefore, pursuant to the rule of necessity, Burnett and Talesfore must act as part of the quorum on this matter. The Committee considered plans for a second story addition to a pre-1941 residence. Burnett moved that the plans be redesigned with the following directions: 1. The style can be Colonial or a stuccoed eclectic Craftsman. 2. The design of the house shall be carried by the front of the existing house. 3. Look at retaining some of the original character of the existing house. 4. The recommended siding is stucco to match the existing siding. 5. The upstairs is too massive. 6. The windows on the second floor at the front elevation shall be moved closer together. 7. If wood siding is used, the chimney shall be stone or brick veneer. If the siding is stucco, the chimney shall be stucco. In either case, the chimney be modified to have shoulders. 8. Look at clipping the eaves. 9. If the front door is replaced, look at providing sidelights. 10. Revise the open roof above the porch. 11. Look at revising the knee braces under the gables. The knee braces may need to be carried further. 12. The posts shall be squared and tapered. Consider adding stone at the base 13. The trim shall be beefed up. 14. Look at making the upper level asymmetrical. 15. With the proposed style, look at installing roof vents. Drexel seconded, motion passed unanimously. ITEM 2: 101 CASA GRANDE The Committee considered the referral from Town staff for an interpretation on whether or not a proposed sunroom addition to a pre-1941 residence met the Pre-1941 Design Guidelines. Burnett moved to find that the sunroom addition does not meet the Pre-1941 Design Guidelines since the proposed structure does not have character defining features of the existing house. Drexel seconded, motion passed unanimously. The Committee stated that a sunroom would be possible, if it was designed to be compatible with the architectural style of the house. ITEM 3: 18 N. SANTA CRUZ AVENUE Although a representative for this project could not attend the meeting, the Committee reviewed the application to provide in put to the applicant and took an action in the event the applicant wished to proceed with the application to the Planning Commission. The applicant can return to the Committee if they wish to discuss the matter further. Drexel moved to recommend denial of the application for the following reasons: 1. The flagpole is an inappropriate addition to the building and detracts from the building. 2. There is no compelling reason to put a flag in the middle of the building. 3. The purpose of the flag is to not enhance an historic building, but to put up a wireless telecommunication facility. Talesfore seconded, motion passed unanimously. The Committee also raised the question if the flag will be illuminated at nig ht, or will it be removed? ITEM 4: OTHER BUSINESS a. Joint meeting with Town Council - Baily reminded the Committee about the upcoming meeting. b. Pre-1941 Design Guidelines - It was recommended that the guidelines have a section about sunrooms. ITEM 5: STATUS OF PREVIOUS APPLICATIONS Not discussed. ITEM 6: APPROVAL OF MINUTES The minutes from the meeting of April 7, 2004 were passed unanimously.
