01-06-04 Minutes - DRC TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ----------------------------------------------------------------------------- --------------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE DEVELOPMENT REVIEW COMMITTEE OF THE TOWN OF LOS GATOS FOR JANUARY 6, 2004 HELD IN THE TOWN COUNCIL LOBBY, CIVIC CENTER, 110 EAST MAIN STREET, LOS GATOS, CALIFORNIA. ----------------------------------------------------------------------------- --------------------------------------------- The meeting was called to order at 9:05 A.M. by Chair Baily. ATTENDANCE Members Present: Sandy Baily, Associate Planner Joel Paulson, Planner Julie Linney, Fire Department Fletcher Parsons, Associate Engineer Susan O’Brien, LP2A PUBLIC HEARING ITEM 1: 138 Stacia Street Architecture and Site Application S-04-17 Requesting approval to demolish a pre-1941 single family residence and to construct a new single family residence on property zoned R-1:8. APN 532-29-091. PROPERTY OWNER/APPLICANT: Laura Stanford 1. Chair opened the public hearing. 2. Dave Flick, project developer, gave a brief summary of the project and addressed the issue of the access easement to mitigate neighbor concerns. 3. Questions from the public: Cynthia Buse, neighbor, expressed concern about the safety of the driveway easement. Visibility was an issue due to shrubs on Town property and parking on the narrow portions of Stacia Street. Bernard New, neighbor, reiterated similar concerns about the access and visibility from the easement. Dave Flick responded to neighbors concerns as follows: · Line of sight will be improved since shrubs are proposed to be removed. · Driveway within easement will be made wider than what currently exists. · Construction workers will be encouraged to park on site and if need be, on wider portion of street. 4. Chair closed public hearing. 5. Fletcher Parsons moved to approve Architecture and Site Application S-04-17 with the following findings and considerations: a. The proposed Architecture and Site application is categoricall y exempt, pursuant to Section 15303 of the California Environmenta l Quality Act; and b. The demolition is in conformance with the findings as required by Section 29.10.09030 (c) and (e) of the Town Code for the demolition of a single family residence; and c. The Architecture and Site application is in conformance with the considerations for architecture and site applications as set forth in Section 29.20.150 of the Zoning Ordinance. 6. Julie Linney seconded. 7. Project approved with conditions as presented at the meeting with modifications to include: · CONSTRUCTION VEHICLE PARKING: Construction vehicles shall park on-site to the maximum extent possible. Construction vehicles shall not be parked on the narrow section of Stacia Street. · DRIVEWAY RELOCATION: The applicant shall work with the affected neighbors and staff to address ingress/egress visibility and driveway configuration prior to the issuance of an encroachment permit. 8. Chair stated appeal rights. ADJOURNMENT Meeting adjourned at 9:30 A.M.
