ATTENDANCE Members Present: Sandy Baily, Associate Planner Suzanne Davis, Associate Planner Steve Lynch, Assistant Planner Jennifer Castillo, Assistant Planner Tim Boyer, Parks and Forestry Division Imad Bayashi, Assistant Engineer Julie Linney, Fire Department ITEM 1: 184, 188 and 194 Villa Avenue Subdivision Application M-01-17 Requesting approval of a certificate of compliance to legalize three parcels zoned R-1D. PROPERTY OWNER: Estate of Dorothy Pearce APPLICANT: Roberta Fletcher Deemed incomplete by Engineering Division. Does not need to return to DRC. If certificate can be approved, Notice of Intent to Approve will be mailed. ITEM 2: 518 N. Santa Cruz Avenue a. Architecture and Site Application S-01-106 b. Conditional Use Permit U-01-22 Requestng approval of a time extension to construct a mixed use building containing retail, office and residential uses on property zoned C-1. PROPERTY OWNER: Kenneth M. Blackwell, Inc. APPLICANT: Tim Blackwell Deemed complete. Matter tentatively scheduled for a Planning Commission meeting as a consent item. ITEM 3: 15753 Shady Lane (Lot 1) Revised Plans Architecture and Site Application S-01-71 Requesting approval to construct a new single family residence on property zoned HR- 2 1/2. ` PROPERTY OWNER\APPLICANT: Shawn Hailey Deemed incomplete by Engineering and Planning Divisions. Parks & Forestry comments not available. Questionable if matter needs to come back to DRC since Engineering may have reviewed wrong plans. ITEM 4: 15753 Shady Lane (Lot 2) Revised Plans a. Architecture and Site Application S-01-70 b. Subdivision Application M-01-9 c. Negative Declaration ND-01-10 Requesting approval of a two lot subdivision and to construct a new single family residence on property zoned HR-2 ½. If no significant environmental impacts are identified as a result of this project, a Negative Declaration will be recommended and an Environmental Impact Report will not be required. PROPERTY OWNER: Shawn Hailey APPLICANT: Kim Hailey Deemed incomplete by Engineering and Planning Divisions. Parks & Forestry comments not available. Questionable if matter needs to come back to DRC since Engineering may have reviewed wrong plans. ITEM 5: 14300-14350 Winchester Blvd Revised Plans a. Planned Development Application PD-00-4 b. Environmental Impact Report EIR-01-1 Requesting approval of a General Plan Amendment from High Density residential and Neighborhood Commercial to Light Industrial, and a zone change from CM to CM:PD to construct a research and development building. This matter may have a significant impact on the environment and an Environmental Impact Report has been prepared as required by the California Environmental Quality Act. PROPERTY OWNER: Sobrato Interests III a CAL. L.P. APPLICANT: Kenneth Rodrigues & Partners, Inc. Deemed incomplete by Engineering and Planning Divisions and Fire Department.
