APRIL 20, 2017
The Town Council Policy Committee of the Town of Los Gatos conducted a Regular Meeting on
Thursday, April 20, 2017, at 10:00 a.m.

AGENDA ITEMS
1. Approval of the April 20, 2017 Council Policy Committee Draft Minutes
The Committee unanimously approved the draft minutes with no changes.
2. Discuss and provide direction on potential timelines for applicant and/or appellant
submittals associated with Town Council agenda items
Public Comment:
David Weissman spoke regarding his experience.
Lee Quintana commented on the policy and process.
Shannon Susick commented on the appeal process.
Angelia Doerner commented on her experience with viewing Commission and
Council meetings.
The Committee discussed the item and directed staff to revise the Policy and bring it
back to the Committee.

3. Review and discuss options for downtown employee parking
- The item was deferred to the Policy Committee meeting on May 25, 2017.
4. Review and provide direction on the Below Market Price Housing Policy
Joel Paulson, Community Development Director, gave the staff report.
The Committee directed staff to explore other incentives, continue to monitor potential
remedies/responses to the Palmer case, and benchmark the fees with other
jurisdictions. Staff will report back to the Policy Committee.
5. Review and discuss Section B. of Chapter 11. (Constraints Analysis and Site Selection) of the
Hillside Development Standards and Guidelines (HDS&G) and provide direction to staff for
next steps
Public Comment:
David Weissman spoke about content of staff reports.
- Lee Quintana spoke about changing some language to the Standards and Guidelines
David Wilson spoke about the improving the guidelines
Fred Sahadi spoke about the guidelines
The Committee continued this item to its meeting on May 18, 2017.
