MINUTES OF THE TOWN COUNCIL POLICY COMMITTEE SPECIAL MEETING
JULY 20, 2017
The Town Council Policy Committee of the Town of Los Gatos conducted a Special Meeting on Thursday,
July 20, 2017, at 10:00 a.m.
MEETING CALLED TO ORDER AT 10:00 a.m.
ROLL CALL
Members Present: Marico Sayoc, Marcia Jensen
Staff Present: Laurel Prevetti, Rob Schultz, Arn Andrews, Shelayne Hammack, Joel Paulson, Sally
Zarnowitz, Jocelyn Puga, Azhar Kahn
VERBAL COMMUNICATIONS

OTHER BUSINESS
1. Approval of the June 26, 2017 Council Policy Committee Draft Minutes
Approved.
2. Review and discuss Section B. of Chapter II. (Constraints Analysis and Site Selection) of the Hillside
Development Standards and Guidelines (HDS&G) and provide direction to staff for next steps
Joel Paulson, Community Development Director, gave the staff report.
Public Comment:
- David Weissman provided comments on each of the proposed modifications prior to the
Committee's actions.
MOTION:
For discussion item #1, Mayor Sayoc made a motion to forward a
recommendation to the Town Council that trees receiving an arborist rating of
poor tree health (below a 50% threshold) should not be included in the visibility
analysis. Council Member Jensen seconded.
VOTE: Motion passed unanimously.

Committee Members directed staff to talk with the Town's arborist for clarification prior to the
Town Council's consideration of the amendments to the Guidelines.
MOTION: Council Member Jensen made a motion to adopt the flowchart. Mayor Sayoc
seconded.
VOTE: Motion passed unanimously.
The Committee directed staff to create footnote definitions in the flow chart and have the Town
Attorney look at other definitions. The Committee also directed staff on the third bullet on page 5
of the staff report regarding viewing areas to add language to acknowledge alternate viewing
area(s) as determined by the Community Development Director.
MOTION:
Mayor Sayoc made a motion to forward the Hillside Development Standards
and Guidelines to the Town Council with the discussed changes. Council
Member Jensen seconded.
VOTE: Motion passed unanimously.
ADJOURNMENT
The meeting adjourned at 11:06 a.m.
