MAY 15, 2018
The Town Council of the Town of Los Gatos conducte d a Regular Meeting on Tuesday, May 15,
2018, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis, Council Member Marcia Jensen,
Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Lia Manor led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Mayor Rennie presented a Small Business, Big Applause commendation to Auto mobuild.
Kirsten Dryden thanked the Town for their support.
Mayor Rennie presented the Government Finance Officers Association Distinguished Budget
Award to Steve Conway, Finance Director.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Barbara Spector stated she attended the swearing in ceremony for Los
Gatos-Monte Sereno Police Chief Pete Decena, and she met with members of the
community.
- Council Member Marico Sayoc stated she attended the Cities Association General and
Executive Committee meetings, and an Accessory Dwelling Unit Panel discussion hosted by
the Housing Trust.
- Mayor Rob Rennie stated he attended the swearing in ceremony for Los Gatos-Monte
Sereno Police Chief Pete Decena, ribbon cuttings for Audiology and War Hammer, the
retirement celebration for Police Lieutenant JR Langer, a Silicon Valley Clean Energy
Authority (SVCEA) Legislative Ad Hoc meeting, a SVCEA Board meeting, a SVCEA Workshop,
the SVCEA Oversight Committee meeting, a Silicon Valley Real Estate Association meeting,
and the Cities Association Board meeting.

- Vice Mayor Steve Leonardis stated he attended the swearing in ceremony for Los Gatos-
Monte Sereno Police Chief Pete Decena, the Santa Clara County Sheriff’s Department Best
of the West competition, a Veteran’s Memorial Committee meeting, the West Valley
Sanitation District (WVSD) Board of Directors meeting, a West Valley Clean Water Authority
General Business meeting, and a West Valley Solid Waste Authority meeting.
- Council Member Marcia Jensen stated she had nothing to report.
Manager Matters
- Announced the Library Summer Reading program kick off with Big Truck Day on June 2.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council Special Meeting minutes of May 1, 2018.
2. Approve Council Minutes of May 1, 2018.
3. Receive the Third Quarter Investment Report (January through March 2018) for Fiscal Year
2017/18.
4. Adopt an update to the Town’s Investment Policy as recommended by the Council Finance
Committee. POLICY 4-02
5. Adopt an update to the Town’s General Fund Reserve Policy as recommended by the
Council Finance Committee and approved by Council. POLICY 4-03
MOTION: Motion by Council Member Marcia Jensen to approve the Consent Items.
Seconded by Vice Mayor Steve Leonardis.
VOTE: Motion passed unanimously.
VERBAL COMMUNICATIONS
Catherine Somers, Los Gatos Chamber of Commerce Executive Director
- Announced the Look and Feel of Los Gatos photo contest.
PUBLIC HEARINGS
6. Operating and Capital Budgets
A. Consider the Town of Los Gatos proposed Operating and Capital Budget for Fiscal Year
(FY) 2018/19.
B. Consider the Town of Los Gatos proposed Capital Improvement Program (CIP) for FY
2018/19 - FY 2022/23.
Laurel Prevetti, Town Manager, Steve Conway, Finance Director, and Matt Morley, Parks and
Public Works Director, presented the staff report.
Opened Public Comment.

Catherine Somers, Los Gatos Chamber of Commerce Executive Director
- Commented that the Transient Occupancy Tax (TOT) increase should be reinvested in
economic vitality, and commented on the Los Gatos Chamber of Commerce proposed
agreement for 2018-19.
Jak Van Nada
- Commented on the questions he had submitted to Council prior to the meeting and
requested they be addressed.
Closed Public Comment.
Council discussed the matter.
MOTION: Motion by Council Member Marcia Jensen to approve the presented and
proposed Operating and CIP budgets as submitted; and directed staff to bring
back to Council how the funds have been allocated under the current Reserve
Policy and for Council to consider the allocation of the those funds and
determine if Council wants to change the Reserve Policy and/or reallocate those
funds after the year end numbers have been determined and the first quarter
report is provided to Council. Seconded by Vice Mayor Steve Leonardis.
VOTE: Motion passed unanimously.
