APRIL 3, 2018
The Town Council of the Town of Los Gatos conducte d a Regular Meeting on Tuesday, April 3,
2018, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis (remote participant), Council Member
Marcia Jensen, Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Yoav Manor led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Student Poets from Fisher Middle School Emma Rogers, Lucy Klarich, Juliette Boivin, and Sara
Sharma read their poems after an introduction by Joanne Talesfore.

- Presented information on Keep Los Gatos Beautiful month.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the
agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Barbara Spector stated she met with community members.
- Council Member Marico Sayoc stated she attended the Teacher Town Hall meeting, and
the Assembly District 28 Women of the Year Celebration with the Mayor recognizing
Celeste Walker.
- Mayor Rob Rennie stated he attended the State School Superintendent Torlakson
reception, the Local Agency Formation Commission (LAFCO) Workshop, the SVLGLocal
Government Day at ChargePoint with the Town Manager, and the West Valley Mayors and
Managers lunch meeting with the Town Manager; and he gave the welcome speech at the
NUMU Art Now High School competition.

Council Matters – continued
- Vice Mayor Steve Leonardis stated he assisted with the Hippity Hop Egg Hunt at Oak
Meadow Park and met with the Japanese student delegation from Hitoyoshi City, Japan.
- Council Member Marcia Jensen stated she had nothing to report.
Manager Matters
- Announced the Adult Commissioner application deadline has been extended to April 25
and the Youth Commissioner application deadline is May 4.
- Introduced the new Police Chief, Pete Decena.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of March 20, 2018.
2. Approve Council Closed Session minutes of March 27, 2018,
3. Accept the report on the temporary installation of traffic calming devices for College
Avenue between Jones Road and Pageant Way,
4. Annexation Application AN18-001. Project Location: 15933 Linda Avenue. Property
Owner/Applicant: Sara Seyedin.
Adopt a resolution to set a date for consideration of a reorganization of an uninhabited area
designated as Linda Avenue No. 5, approximately 0.21 acres on property pre -zoned R-1:8.
APN 523-25-023. RESOLUTION 2018-010
5. Project 813-0227 Traffic Signal Modernization Project
A. Approve revenue and expenditure budget adjustments in the amount of $700,000 to
recognize receipt of and to use a Metropolitan Transportation Commission (MTC)
Innovative Deployments to Enhance Arterials (IDEA) Grant.
B. Authorize the Town Manager to award an agreement for consultant services for the
project management function of the Traffic Signal Modernization Project in an amount
not to exceed $125,000.
C. Authorize the Town Manager to execute all future grant documents and agreements
with the Metropolitan Transportation Commission.
6. Town Code Amendment Application A-15-005. Project Location: Town Wide. Applicant:
Town of Los Gatos. Adopt an Ordinance of the Town Council of the Town of Los Gatos
amending Section 29.10.150 of Chapter 29 (Zoning Regulations) of the Town Code regarding
the required parking requirements for restaurants. ORDINANCE 2272
MOTION: Motion by Council Member Marcia Jensen to approve the Consent Items 1
through 6. Seconded by Council Member Marico Sayoc.
VOTE: Motion passed unanimously for items 1 through 5. Council Member Barbara
Spector voting no on item #6.

VERBAL COMMUNICATIONS
Anne Robinson
- Commented on the safety concerns with the increased bicycle and pedestrian traffic on
the Los Gatos Creek Trail adjacent to Charter Oaks.
Kim Snyder and Austin Trillo, NUMU
- Announced the Los Gatos Historic Homes Tour on April 21 and A Bigger Bash fundraiser on
April 22.
Carolyn DelVecchio
- Suggested turning the Forbes Mill Museum into a teen center.
PUBLIC HEARINGS
7. Architecture and Site Application S-15-056, Conditional Use Permit Application U-15-009,
and Environmental Impact Report EIR-16-001. Project Location: 401-409 Alberto Way.
Property Owner: CWA Realty. Applicant/Appellant: LP Acquisitions, LLC.
Consider an appeal of a Planning Commission decision and construct a new, two -story office
building with underground parking on property zoned CH. APN 529-23-018. (Continued
from March 20, 2018).
Council discussed the matter.
MOTION: Motion by Council Member Barbara Spector to continue to a date certain of
May 1, 2018, direct staff to review the 70,000-square foot and 64,000-square
foot concepts with respect to the visibility impact on the north side of the
project , clarify that the verbal testimony portion of the hearing would not be
reopened, and invite written comments. Seconded by Council Member Marcia
Jensen.
VOTE: Motion passed unanimously.
8. Adopt a resolution to rescind Resolution 2001-106, the Town’s Alcoholic Beverage Policy, as
recommended by the Policy Committee. RESOLTION 2018-011

MOTION: Motion by Council Member Marcia Jensen to adopt a resolution to rescind
Resolution 2001-106, the Town’s Alcoholic Beverage Policy. Seconded by
Council Member Marico Sayoc.
VOTE: Motion passed unanimously.

9. Approve the Fiscal Year 2018/19 Community Grants Funding Recommendations.

MOTION: Motion by Council Member Marcia Jensen to accept and approve the Arts and
Culture Commission and Community and Senior Services Commission
recommendations contained in Attachments 2 and 3. Failed for lack of a
second.
MOTION: Motion by Mayor Rob Rennie to grant an additional $4,000 for Live Oak Adult
Day Services, grant an additional $6,000 for the Los Gatos-Saratoga Recreation
55+ Program, and accept and approve all other recommendations contained in
Attachments 2 and 3. Seconded by Council Member Marcia Jensen.
VOTE: Motion passed unanimously.
