APRIL 16, 2019
The Town Council of the Town of Los Gatos conducted a regular meeting on Tuesday, April 16,
2019, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Steven Leonardis, Vice Mayor Marcia Jensen (Remote Participant), Council
Member Rob Rennie, Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Mayor Leonardis led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Sujatha Venkatraman, Associate Executive Director or West Valley Community Services
provided information on the organization.
Student Poets from Fisher Middle School Michal Schreiben, with English translation read by
Allison Dandurand, Sivan Bar, and Jordan Chan read their poems after an introduction by
Joanne Talesfore.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of April 2, 2019.
2. Planned Development Application PD-16-002 and Environmental Impact Report EIR-17-001.
Project Location: 16100 Greenridge Terrace. Property Owner: Emerald Lake Investments
LLC. Applicant: Kohlsaat and Associates, Inc.
Requesting approval to rezone a property zoned HR-2½ to HR-2½:PD, to subdivide one lot
into eight lots, and to remove large protected trees on property zoned HR-2½. APN 527-12-

3. Accept the Report on the Permanent Installation of Traffic Calming Devices for Wedgewood
Avenue between Roxbury Lane and Wimbledon Drive.
4. Authorize the Town Manager to Execute a Certificate of Acceptance and Notice of
Completion Accepting the Work of Ecological Concerns, Inc. and Authorize the Recording by

5. Adopt a Resolution Describing Improvements and Directing Preparation of the Town
Engineer’s Report for Fiscal Year 2019/20 for Landscape and Lighting Assessment Districts
No. 1 and 2. RESOLUTION 2019-015
6. Adopt a Resolution to Adopt a List of Projects for Fiscal Year 2019/20 Funded by State
Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. RESOLUTION 2019-016
7. Authorize the Town Manager to Execute an Amendment to the Agreement Between the
Town and the California Department of Transportation (Caltrans) for the Maintenance of
State Highways in the Town of Los Gatos Originally Adopted b y Town Council Resolution
1974-168.
8. Authorize the Town Manager to Negotiate and Execute a Sub-Lease with the United States
Postal Service (USPS) for Parking Spaces Located at 15 Montebello Way.
MOTION: Motion by Mayor Leonardis to approve the Consent Items. Seconded by
Council Member Spector.

9. Adopt a Resolution Authorizing the Adoption of the Town of Los Gatos Annex 9 into the
Santa Clara County Community Wildfire Protection Plan (“CWPP”). RESOLUTION 2019-017

10. Accept a Report on Downtown Maintenance and Beautification Activities .

11. Approve a Request for Waiver of Town Traffic Impact Mitigation Fees - Mariposa
Montessori

COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Sayoc stated she had nothing to report.
- Council Member Spector stated she attended the Policy Committee meeting.
- Mayor Leonardis stated he attended the West Valley Sanitation District (WVSD) Board of
Directors meeting, the Treatment Plant Advisory Committee meeting, and the Santa Clara
Valley Water Commission meeting.
- Vice Mayor Jensen stated she attended the Policy Committee meeting.
- Council Member Rennie stated he attended the Local Agency Formation Commission
(LAFCO) meeting, participated in a video interview for Silicon Valley Clean Energy Authority
(SVCEA), he attended the SVCEA Risk Oversight Committee and Board of Directors
meetings, and he attended the Cities Association Legislative Action Committee, Selection
Committee, and Board of Directors meetings.
Manager Matters (heard after item 9)
- Announced that the new Art in the Council Chambers exhibit are photos by Ken Benjamin
and the reception is Friday, May 10 at 6 p.m.
