coverage and dental coverage with the Town paying the premium s

for the people along the streets of downtown Los Gatos . Afte r
some discussion, Mrs . Rasmussen moved this matter be referre d
to the Cultural Resources Commission, as they present summe r

RENT CONTROL Mayor Ferrito stated this was the time and place duly publishe d
for public hearing on rent control . Mr . Ventura stated he i s
part owner of an apartment building in Town and he had receive d
information from the Fair Political Practice Commission that h e
would not be permitted to vote on said issue due to conflict o f
interest, so he would step down from his chair and abstain fro m
voting . Arnold Joyal, spoke on progress made by the Los Gato s
Rental property owner's re mediation program and assistance t o
Senior citizens, and stated they support the voluntary system o f
conciliation and mediation . Dave Morrison, member of the renta l
owner's group spoke on a summary of study made on rent histor y
statistics . Councilman Siemens, questioned whether this surve y
report had been reviewed by the Community Services Commissio n
before being presented to Council (it had not). Bobbie Crafford ,
spoke on former complaints re increases on rentals . Ms . Crafford ,
stated the increases were due to change of ownership ; higher
finance charges ; and higher cost for improvements and maintenance ..
She feels rent control is not needed . Gordon Martin, 210 Rushmor e
Lane, representing the Los Gatos Renters Association, spoke o n
complaints of rent increases and presented Council with document -
ation listing rental complexes in Los Gatos and the rent histor y
on some of the larger complexes . Mr . Martin stated if Counci l
does not take any action tonight re rent control ordinance, the n
he feels Council should institute a rent freeze . Rose Mary Glen ,
101 Oak Rim Way, stated this was not only a rent issue but a mora l
issue . Other speakers on this issue were Irving Bloom, Mary

McDaniels .. Catherine Little, spoke against high rent increase s
and for rent stabilization . Ms . Little, stated if housin g
mediation program is approved, it should be done by ordinance .
Lela Austin, spoke on subsidized housing and low income housing .
Joe Smith, owner of apartments at 205 Millbrae Lane, spoke o n
the high cost for maintenance and improvements of buildings .
Randy Grimes requested Council order a rent freeze for presen t
time . Mr . Ed Raley,representing owner of El Gato Penthouse ,
stated they had a one year rent freeze on their apartments .
After further discussion, Mrs . Rasmussen moved this issue b e
continued, and any vote on this issue bewithheld until Augus t
4, 1980 at which time there would be a full Council . Mr . Siemens
seconded with amendment to motion asking data presented tonigh t
be referred to Community Service Commission for review by thei r
Committee and they have a report to Council on August 4, 1980 .
Mrs . Rasmussen accepted the amendment . Motion carried by vot e
of three ayes . Mr . Ventura abstaining and Mrs .Cannon wa s
absent . Mayor Ferrito suggested the Rental Housing Mediatio n
program be put in ordinance form and asked if Mrs . Rasmusse n
would work with him as a committee . Mr . Siemens moved Counci l
direct Town Attorney to prepare a draft ordinance re renta l

Mr . Kuremsky, owner of property in the Los Robles area spok e
against the rezoning, stating he had not requested his propert y
be rezoned and if there is any rezoning why couldn't they rezon e
it to R-1 :12,000 . After further discussion and there being n o
one else wishing to speak on this issue . Mr . Ventura move d

downtown Los Gatos and they felt if any "No Parking" was imple -
mented, it should be on trial basis, sunday only from 2 p .m .t o
7 p .m . After further discussion, Mr . Ventura moved staff t o
prepare resolution to implement the "No Parking" on N . Santa Cru z
Avenue, from . Main Street to Bachman Avenue, on sunday's from
2 p .m . to 7 p .m . (this proposal is categorically exempt). Mrs .
Rasmussen seconded . Carried by vote of three ayes . Mr . Siemens
voting no .
Sue LaForge, Executive Manager of the Chamber of Commerce, spok e
on Chamber Board of Directors opposition to the closing .Als o
speaking against the closure were Vicki Powell, Jack Panighetti ,
Pete . Blalock and Larry Armstrong . John Flanagan, Manager of th e
Redwood Mutual Water Company, stated the action taken by th e
Council by closing the off-ramp, was not consistent with th e
needs of the community . Discussion was held on closing the off -
ramp on certain days . Chief Johnson, stated Cal-Trans will no t
allow closures : on selection basis .Chief Johnson also spoke on '
the congestion of traffic on sundays_of people trying to com e
into town when returning from Santa Cruz . After further discus -
sion,Mrs .Rasmussen moved to rescind Resolution No . 1980-8 0
and request staff to document in detail the different safet y
factors with the closure of said ramp . Mr . Ventura seconded .

Cal-Trans to change the signing on this exit from freeway . Mr .

Attorney's letter re Barking Dog Ordinance be sent to Count y
Counsel and the Intergovernmental Council . So ordered .
Mrs . Rasmussen moved Council accept staff recommendation an d
oppose SB467 . Mr . Siemens seconded . Carried by vote of thre e
ayes . Mr . Ferrite abstained .
Mr . Ventura moved Council accept staff -recommendation and direc t
the Town Manager to write the Governor requesting his veto o f
SB-462 (Dills). Mr . Siemens seconded . Unanimously carried .
Mr . Ingram, representative for Catholic Social Services, state d
he was present to answer any questions . Mr . Siemens stated he
had a copy of Palo Alto's contract and felt some of thei r
elements should be included in the Town's contract . Mrs . Lel a
Austin spoke against wording of contract . After furthe r
discussion, Mr . Siemens moved the contract be sent back to staf f
for revisions in wording of the contract and come back for revie w
by the Council at their next meeting . Mr . Ventura seconded .
Carried by vote of three ayes . Mrs . Rasmussen voting no .
Mrs . Rasmussen moved Council authorize Mr . Avery to hire Ralp h
Andersen and Associates to assist in the search of a new Tow n
Manager . Motion died for lack of second . Mr . Siemens directe d
Manager to ask for letters from as many consulting firms a s
seems reasonable, requesting them to submit letters of interes t
and qualifications . Responses to be back to Manager by Augus t
1, 1980. Mr . Ventura seconded . Carried by vote of three ayes .

Town Manager stated we have an agreement but the memorandum o f
understanding had not been typed and asked that Council approv e
two elements of the agreement which is a 10% wage increase fo r
employees effective July 1, 1980 and also increase the maximu m
medical contribution of $123 .00 per employee in that uni t
effective July 1, 1980 . Mr . Ventura moved for recommended action .
