TOWN COUNCIL
The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in
the Council Chambers of the Town Hall, 110 East Main Street, at 7:13 p.m., Monday, November
18, 2002, in joint special regular session.
ROLL CALL
Present:Steven Blanton, Sandy Decker, Steve Glickman,
Joe Pirzynski, and Mayor/Chairman Randy Attaway.
Absent:None.
PLEDGE OF ALLEGIANCE
Given by all in attendance.
CLOSED SESSION (XX.28)
Town Attorney, Orry Korb, reported that Council had met in Closed Session prior to this
evening’s meeting, pursuant to Government Code Section 54956.8, regarding Conference with
Real Property Negotiator concerning the price and terms of payment for a Southeast portion of
Vasona Park. Negotiating Parties: Town of Los Gatos and Santa Clara County. There was no
reportable action taken.
SCHEDULE OF PUBLIC HEARINGS (01.28)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, to accept and file informational report
regarding currently scheduled public hearings. Carried unanimously.
PLANNING COMMISSION/PLANNING DEPARTMENT MONTHLY STATUS REPORT

Motion by Mr. Pirzynski, seconded by Mrs. Decker, to accept and file informational report
regarding activity of Planning Commission and Department. Carried unanimously.
RATIFICATION OF PAYROLL/OCTOBER-NOVEMBER 2002 (03.V)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council ratify the check register for the
payroll of October 13, 2002 through October 26, 2002, paid on November 1, 2002, in the amount
of $542,535.38. Carried unanimously.
ACCOUNTS PAYABLE/RATIFICATION/OCTOBER 2002 (04.V)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council ratify the accompanying check
registers for accounts payable invoices paid on November 1, 2002 and November 8, 2002 in the
amount of $1,415,005.59. Carried unanimously.
MINUTES OF NOVEMBER 4, 2002 (05.V)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council approve the Minutes of
November 4, 2002, Joint Council/Redevelopment Agency Meeting as submitted. Carried
unanimously.

AMICUS BRIEF/BARDEN VS CITY OF SACRAMENTO (06.28)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council authorize the Town Attorney
to include the Town of Los Gatos as an amicus curiae in the case of Barden vs. City of
Sacramento, United States Ninth Circuit Court of Appeals, Case 01-15744, at no cost to the
Town. Carried unanimously.
TOWN MANAGER/AGREEMENT/TOWN OF LOS GATOS/RESOLUTION 2002-179 (07.29)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council adopt Resolution 2002-179
entitled, RESOLUTION OF TOWN OF LOS GATOS AMENDING AGREEMENT
BETWEEN THE TOWN OF LOS GATOS AND TOWN MANAGER AND
AUTHORIZING THE MAYOR TO SIGN AMENDMENT ON BEHALF OF THE TOWN
OF LOS GATOS. Carried unanimously.
DISADVANTAGED BUSINESS ENTERPRISE/DBE/RESOLUTION 2002-180 (08.33)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council adopt Resolution 2002-180
entitled, RESOLUTION OF TOWN OF LOS GATOS AUTHORIZING DISADVANTAGED
BUSINESS ENTERPRISE (DBE) PARTICIPATION FOR USE ON U.S. DEPARTMENT
OF TRANSPORTATION FUNDED PROJECTS FOR FISCAL YEAR 2002-03. Carried
unanimously.
HILLTOP DRIVE 104/POOL & DECK/APPEAL DENIAL/RESOLUTION 2002-181 (09.15)
Motion by Mr. Pirzynski, seconded by Mrs. Decker, that Council adopt Resolution 2002-181
entitled, RESOLUTION OF TOWN OF LOS GATOS DENYING AN APPEAL OF THE
DECISION OF THE PLANNING COMMISSION DENYING A REQUEST FOR A
GRADING PERMIT TO CONSTRUCT A POOL AND DECK ON PROPERTY ZONED
HR-2½ . Carried unanimously.

APPOINTMENT OF MAYOR AND VICE MAYOR
Mayor Attaway spoke of the wonderful year that he had while serving as Mayor. He spoke of
the many people he met and the ribbon cuttings he attended. He praised Council for their
cooperation and decorum during meetings and with the constituents. He noted the many good
things that are going on in the community and the excellent staff and Town Manager that have
worked toward those goals. He particularly praised the Public Works Director, John Curtis, who
has been instrumental in accomplishing so many of the capital improvement projects.

APPOINTMENT OF MAYOR
Mayor Attaway nominated Sandy Decker for Mayor in 2003. He noted that she had served as an
excellent Vice Mayor this year and knew that her dedication to the position and the Town would
continue through next year. Steve Glickman seconded the nomination and the comments.
Council supported the nomination unanimously.
Sandy Decker thanked Council for their support. She spoke of being fortunate to be able to
serve as the Mayor of Los Gatos and was honored to have the opportunity to offer this service to
our community. She believes that this Town is unique in the world and few other locations can
compare to it. She congratulated Randy on his leadership this past year and presented him with
the gavel from the Town as a remembrance for his service as Mayor
Joe Pirzynski, Steve Blanton and Steve Glickman each took a turn to congratulate the newly
elected Mayor and to honor the out going Mayor.
APPOINTMENT OF VICE MAYOR
Mayor Sandy Decker nominated Steve Glickman to serve as Vice Mayor for the upcoming year.
She noted his work on the Los Gatos Union School Board over the past years and his service the
last two years serving on the Council. Steve Blanton seconded the nomination and Council
supported the nomination unanimously.
Mayor Decker reminded the audience that the “Democracy in Action Reception” would be held
in the Council foyer immediately following this evening’s meeting.

Mayor Decker closed this evening’s meeting at 7:30 p.m.
