TOWN COUNCIL STUDY SESSION
The Town Council of the Town of Los Gatos held a workshop in the Council Chambers of
the Town Hall, 110 East Main Street at 6:35 a.m., Monday, October 6, 1997 to review the
Town's Community Grant Program and Consider Modifications
ROLL CALL
The meeting was called to order by Mayor Benjamin at 6:35 p.m. Present were Steven
Blanton, Jan Hutchins, Randy Attaway, Linda Lubeck and Joanne Benjamin. Also present
were Orry Korb, Town Attorney; Regina Falkner, Community Services Director, Barbra
Coy-Bulicz, Community Services Program Analyst; and David W. Knapp, Town Manager
STUDY SESSION:
CONSIDERATIONS OF TOWN'S COMMUNITY GRANT PROGRAM
Town Council reviewed the history of the program. During the '90s when funding had to be
cut, health and safety were given first priority. Over the years, the process has improved
and currently funding is fairly level. Town Council decided some years ago to remove its
members from boards of agencies funded by the Council to prevent even the appearance
of any conflict of interest. Council also acted to cut back in areas where services were
overlapping. Council also decided that organizations which used space at the
Neighborhood Center be shown as receiving the value of that space. This provided full-
cost accounting. Council also established a goal of using Town money as seed money, not
as an ongoing funding source. Council concluded that it is important to make sure that
funding is matched to needs on an ongoing basis. It was suggested that the Town do more
coordination with other municipalities to address common needs.
