M 09-27-93TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY September 27, 1993 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:31 p.m., Monday, September 27, 1993, in regular session. ROLL CALL Present:Randy Attaway, Steven Blanton (arrived at 7:33), Linda Lubeck, Patrick O'Laughlin and Mayor Benjamin. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. ROBERTS ROAD/THROUGH TRAFFIC/BLOSSOM HILL & UNIVERSITY (01.38) Mayor Benjamin stated that this was the time and place duly noted to consider report on study of alternative measures to reduce through traffic on Roberts Road between University Avenue and Blossom Hill Road and instruct staff. Lee Bowman, Planning Director, reported the issues involved, stating that traffic reduction on this section of road appears to be preferable to closing the road. The following people from the audience spoke to this issue: Laura Seale, 1 Bayview Ave, requested a compromise solution to the problem, such as signs and ticketing in the area, trail and bridge improvements, and submitted a letter expressing her thoughts for the record. Seji Shiba, 234 Oak Meadow Drive, spoke of a large semi-trailer stuck in Oak Meadow Drive due to Roberts Road being closed. The driver had not realized he would not be able to TC:D5:MM092793 navigate Oak Meadow Drive. Mr. Shiba submitted pictures for the record. Linda Schultz, 71 Roberts Road, Cedar Brooks Association, expressed concerns regarding the traffic and previously completed EIR's. She especially noted the additional impacts to the existing bridge. Phillip Jenkins, 210 Oak Meadow Drive, would like Roberts Road reopened and measures taken to reduce cut through traffic. No one else from the audience addressed this issue. ROBERTS ROAD CONT. Mayor Benjamin summarized the Council's comments stating that the concerns involved safety issues such as attractive nuisance; emergency fire exit; decrease of traffic flow; speed control; availability of creek side trail; additional bridge space for hikers and bikers; use of traffic diverters. Motion by Mrs. Lubeck, to negotiate a contract with Wildan Associates. Motion died for lack of second. Council consensus that staff return to Council with report addressing safety improvement issues. ADJOURNMENT Motion by Mr. Blanton, seconded by Mr. Attaway, that Council adjourn this evening's meeting at 7:59 p.m. to the study session regarding annexation analysis. Carried unanimously.
