Discuss team inputs on the Los Gatos Age -Friendly Cities application goals for Commission's report to the Town Council for the September 5th goal priority setting meeting: a. Goal 1- A collaborative of community partners to offer age -friendly and inclusive social events and community -wide dances (T. Picraux/L. Norcia). b. Goal 2 - Emergency preparedness lectures and demonstrations specific to older adults. We will work with community partners to provide access and contributions of emergency supply kits (D. Picraux/R. Blockie/L, Norcia). c. Goal 3 - We will produce an infographic resource describing available community services for all residents. These will be available at the Town Departments including the Library, Police Department as well as local community centers (D. Picraux/M. Heath). d. Goal 4 - We will explore a public/private partnership to offer a variety of on - demand transportation options for older adults (R. Blockie/T. Pitraux), 3. Senior Social Engagement Goal: "A collaborative of community partners to offer age -friendly and inclusive social events and community -wide dances." Current and planned programs serving Los Gatos 55 Plus Programs: The Los Gatos Saratoga (LGS) Recreation's 55 Plus program holds a series of monthly social events, including a dance party, movie night, social and happy hour show, local tours, and weekly events including game day, walking outings club, table tennis, Mah-Jongg, workshops, numerous classes, as well as annual events such as spring picnic, dog show, holiday dinners. Town annual events: Los Gatos provides three summer music series that are well attended by all ages as well as a several annual events including a Labor Day dance, July 4th block party, children's Christmas parade, etc. Planned programs Community dance: The Addison-Penzak JCC is planning to host a series of 4 community dances with the first one on Aug. 20th. Opportunities and challenges - This goal helps to address senior social isolation, an increasing concern noted by gerontologists working in senior communities. - The issue of the LGS Recreation's financial losses on its 55 Plus senior programs being run for Los Gatos needs to be solved if this goal is to be successful. - Los Altos and Los Altos Hills have initiated a new pilot project called Senior Inclusion and Participation to address social isolation among frail and at -risk elders. Margriet DeLange, M.A. (gabgroups@yahoo.com, 650-279-7428), is coordinating the pilot through a grant administered by the Center for Age Friendly Excellence (CAFE), San Francisco State University. Initially the project is working in partnership with selected faith communities. Los Gatos may be able to gain additional ideas to support this goal from this pilot project. - A senior and volunteer coordinator is needed by Los Gatos in order to maintain a sustained program of social events if this collaborative goal is to be successful. Los Gatos Age -Friendly Goals 2. Emergency preparedness Goal: "Emergency preparedness lectures and demonstrations specific to older adults. We will work with community partners to provide access and contributions of emergency supply kits." Current and Planned Programs serving Los Gatos 1. Training opportunities identified at 4/28 meeting of the Age Friendly Task Force centered on the Santa Clara County Fire Dept. presenting senior -related emergency information at different locations in Los Gatos. 2. The Santa Clara County Fire Dept. completed a presentation on emergency preparedness at the Los Gatos Saratoga (LGS) Recreation center on 2/17 3. A second training by the County Fire Dept. is scheduled at the JCC during the month of 2/18. 4. There was discussion by the Task Force that local groups like the Rotary should be contacted to see if they could fund emergency kits that might be prepared by local boys and girl scouts/cubs to seniors at designated locations. 5. The Los Gatos senior community currently has access to a variety of programs provided by the town and other community partners and organizations, including the 55 Plus recreation program through the LGS Recreation Community Center, the Live Oak Senior Nutrition Center and Adult Day Services 6. Pending Town initiative We understand the Town is planning a two-phase training program for all its personnel —first a general training and then training for specialized roles. Training exercises are projected to occur in spring, 2018. Partnering by the Town with LGS Recreation and other community groups is anticipated. Opportunities and Challenges 1. A method must be developed to reach and communicate to seniors to prepare for emergency preparedness and for follow-up in an emergency (police morning checks, meals on wheels, faith -based contact lists may be helpful) 2. Develop a vision for the emergency preparedness program to fully encompass the goals of the program 3. Develop and distribute emergency preparedness kits for seniors 4. Develop easy access to emergency information by seniors 5. Establish/develop a program that ensures an ongoing collaboration between all community partners 6. Establish funding methods to implement/sustain these programs Los Gatos Age -Friendly Goals 3. Infographic Resource Goal: "We will produce an infographic resource describing available community services for all residents. These will be available at the Town Departments including the Library, Police Department as well as local community centers." Currently available community and senior services information resource - Los Gatos Town Community & Senior Services website - http://www.losgatosca.gov/2398/Community-Senior-Services This web listing of resources includes: recreation programs, including the 55 Plus seniors program resource hot lines; emergency information - hospital and health care in -home services; senior housing & assisted living transportation; support services Suggested solutions for this goal 1. Develop a Los Gatos Resources infographics brochure This could be a 4 fold brochure similar to the example done by AGEnts for Change "A Good Place to Start" https://www.sccgov.org/sites/ssa/daas/Documents/AGEnts°/o20Brochure%20 20A%20Good%/020Place%20-%202016.pdf Anticipated requirements: - Content team: 6 - 8 CSSC/town/community members to develop layout/content (time: 4 months; use content from existing Town website + other local resources) - Printing: estimated cost: initial trial run of 1000 @ $0.75 ea. = $750. - Distribution team: 4 - 6 volunteers plus town coordinator; locations: town and community sites; consider giving short presentations to service clubs. 2. Develop a Los Gatos Infographics and Seniors Facebook page This would require town administrative time to set up (estimate 1 week?) and maintain (about 0.05 FTE?). It would be an extension of the Los Gatos Town Facebook page) - Add an infographics resources section - Promote 55 Plus town senior activities (continuing programs, special events, etc.) - Extend current Town site to include more activities (Jazz on the Plazz, etc.) Opportunities and challenges This goal is a straightforward extension of existing resources. The infographic brochure should involve community volunteers to achieve a quality product. It would require continuing distribution efforts, reprinting runs as needed and biannual refreshing. A Facebook page would extends Town presence on frequently used social media to include senior resource info, a need identified by the CSSC in a 2014 survey. This Facebook page will help reinforce a Town partnership with the LGS Recreation Center's 55 Plus program. Los Gatos Age -Friendly Goals 4. Senior Transportation Goal: "Explore a public/private partnership to offer a variety of on -demand transportation options for older adults." Current programs serving Los Gatos VTA paratransit: transportation available to needs -based seniors (low income and disability restrictions) add time, etc. restrictions Roadrunner program: El Camino Hospital/Lyft subsidized transportation for seniors for medical appointments, errands and social activities M-F, 8 - 4:30. If Roadrunner driver is not available dispatcher will schedule and bill users for Lyft rides. Participants must live within 8-mile radius of the El Camino Hospital in Los Gatos. Avenidas: On -demand program based in Palo Alto but drivers often unavailable. New initiative West Valley Senior Transportation Pilot Program Status: One-year pilot program for seniors (60+) set to begin in September for Los Gatos, Saratoga, Campbell and Cupertino. Details: Public supported; implemented by West Valley Community Services. Fixed rate rides (4miles $9; 4-8 miles $13; >8 miles $18) with discount for lower income residents (ELI pay 10%; VLl pay 25%, LI pay 50% using federal poverty line definition). Operated with dispatcher with hired driver with own vehicle. Hours: M- F, 8-5 pm. Must be on rider list by filling out form, book rides 36 hrs. in advance, and must pay in advance (i.e., have funds in an account). Area covered: west valley cities and to nearby medical centers and Sunnyvale transit center. Potential issues: Publicity needed to build ridership Restriction that riders can only complete required rider form with West Valley Community Services. Funding for continuing the program past 1-year pilot program. (Los Gatos contributed $17,000 to the $250,000 pilot program based on population) Opportunities and challenges This program has the potential to ideally satisfy this age -friendly goal for seniors in the west valley, particularly if its hours can be extended. A major effort will be needed to publicize the program and to make it easy to sign up if it is to succeed. Easy methods to join the program and to add money to ones account will need to be developed. Massive publicity will be essential to develop awareness of the program (North 40 awareness being a case in point). An active effort to find a solution to funding continuation beyond the pilot is also a pressing issue.
