Los Gatos Measure B Project Prioritization
The projects identified in this list have been identified for potential funding through Measure B. The list is
provided in recommended priority order. The Council should reprioritize, add, or remove items as needed. These
items are prioritized based on the cost, impact to traffic congestion, and improvement to multi-modal
transportation options. Projects in the streets and roads and Highway 85 corridor programs have not been
included as funding and project determination are separate efforts.
1. School Busing Feasibility Study
A study would test the feasibility of a school busing model similar to that implemented in Danville. This
study will identify the potential costs of a program and likely levels of participation. Staff recommends
funding this study from Town funds as identified in the priority setting session and also submitting a
funding request through Measure B.
2. Bicycle and Pedestrian Improvements
With projects identified through the Bicycle and Pedestrian Master Plan (BPMP) and the Safe Routes to
Schools study, the Town is set up to continue momentum and achieve funding. Some additional project
design may be necessary on complex projects to enhance t he likelihood of funding. The Council identified
a number of projects through the priority setting session and may wish to add to or refine those projects
when the BPMP is presented later this year. Staff will work to fund these projects through the General
Fund as well as Measure B funds.
3. Roundabout on Santa Cruz Avenue at Wood Road
As a congestion relief project, this would qualify in the Highway Interchanges category. A roundabout at
this location will facilitate ongoing closures of South Santa Cruz Avenue for beach traffic mitigation.
4. Highway 9 Los Gatos Creek Trail Connector
Establishment of a connection from Highway 9 to the Los Gatos Creek Trail will provide increased access
for bicycles and pedestrians. This project is identified specifically in the Bicycle and Pedestrian program.
5. Upgrade Traffic Signal System
Modernize the traffic signal system to allow for enhanced traffic control throughout Town. Partial
funding has been achieved through a grant. Additional funding will allow for full project implementation.
6. Upgrade Highway 9 at Highway 17 Interchange
Reconstruction of the interchange would modernize and enhance vehicle flow, and improve bicycle and
pedestrian safety.
7. Traveler Information System for Local Roads
This system would provide for real time information on local road conditions through digital signage. The
system could report travel time, traffic incidents, preferred routes, etc.
8. Senior Transit
Implementation of enhanced subsidized transit options for seniors would address door to door needs,
demand for service, and costs. The program may be more viable due to changes coming as a result of the
Next Network.

9. Advanced Ramp Metering
Ramp metering provides for control of vehicles flowing onto the freeway resulting in better traffic flow.
Installation of ramp metering along Highway 17 would allow for increased control by Caltrans of onramps.
10. Local Shuttle
A local shuttle service would partially meet Town needs for transportation. This project would need to
factor in VTA Next Network service and forecast ridership levels.
11. Highway 17 Express Bus Enhancement
This project would increase the frequency of Highway 17 Express Bus and should include a pickup and
dropoff location in Los Gatos.
12. Park and Ride Lot at Winchester and Highway 85
This project would acquire property and construct a park and ride lot on property near Highway 85 along
Winchester.
13. Vasona Light Rail
VTA, the Town, and the City of Campbell would continue efforts to extend the Vasona Light Rail line to
Winchester and Highway 85.
