Safety Training Services BSI EHS Services and Solutions will provide ongoing training for the Town of Los Gatos (The Town) team using a blend of in -person and online training modules. Our Project Manager and Principal in Charge will work with The Town staff to review annual training requirements and develop a schedule to accommodate all affected staff. In -person trainings will be conducted at lunch time or another specified time designated by The Town staff, and will be 1-2 hours in length per topic. BSI proposes the following schedule for the remainder of the 2017-2018 year, based on the previous year's schedule, annual re-training regulatory requirements, and the information presented in the Request for Proposal. This is only a draft proposed schedule, and may be modified to meet The Town's needs. Safety Committee Support BSI will provide ongoing Safety Committee support, to act as the occupational safety subject matter expert and provide ongoing overall safety program guidance for The Town. Support will be provided by the Principal -in -Charge Christy Foster or Project Manager Clay Reigel. This support will consist of the following tasks: • 1-2 weeks prior to the quarterly meeting, BSI will review the committee meeting minutes from the previous quarter, and prepare a draft agenda for the committee chairs to review. Following feedback from Town staff, BSI will prepare a final agenda to be distributed to all committee members. • On the day of the quarterly committee meeting, BSI will be present at the meeting, and will lead discussion items around required training, safety project status, and sharing of any known hazards. The BSI consultant will also contribute technical expertise and help prioritize issues as they are raised from departments during the committee meeting. At the conclusion of the meeting, BSI will work with Town Staff to ensure that action items have been captured correctly, and that any safety work plans are modified accordingly based on the information and discussion from that meeting. Safety Committee Support will be provided on a Time -and -Materials Basis, Not -To -Exceed $3,200. Job Hazard Analysis BSI will provide an experienced consultant to complete JHA's for 40 tasks to be identified by TLG staff for Parks and Public Works and Facilities. The JHAs will consist of the following steps: • Onsite visit to observe tasks, interview staff, and gather documentation of the tasks, SDSs for materials used in the task, and Personal Protective Equipment currently in use. • Documentation and creation of a JHA for each task, using the TLG JHA format developed in 2017. The JHA document consists of an identification of the task, scope of work for that task, PPE requirements, breakdown of job steps, and for each step, the identified hazards or risks, and the recommended hazard controls. Final documents will be provided in PDF format. • One draft version of each JHA will be provided for review and comment by TLG staff. All JHAs will be quality reviewed by a BSI Certified Safety Professional (CSP). Job Hazard Analysis Support will be provided for a Fixed Fee of $16,000 ($400/JHA). 17-0943 BSI Response to Town of Los Gatos RFP 083117 Information Requested 11 Response to Town of Los Gatos RFP Environmental Health & Safety Program ■ l. Annual Program Review BSI will provide a review of up to 15 written safety programs within the Town of Los Gatos Safety Manual. The purpose of the review will be to ensure compliance with Cal -OSHA and any other applicable regulatory requirements, as well as to ensure that the procedures and practices documented within the program are still in place and effective. Reviews will be conducted in track changes mode, and all suggested changes will be reviewed with TLG staff. All comments/ changes will be reviewed by an approved BSI Quality Reviewer (CSP, CIH, or CPE where applicable). Annual Program Review for 15 programs will be performed on a Time -and -Materials Basis, Not - To -Exceed $12,000. Ergonomic Evaluations BSI will provide an ergonomic evaluator to perform detailed ergonomic assessments for individuals at their office workstations. The deliverable will be a report that identifies ergonomic concern by body part, pictures of individual workstation, and recommendations to reduce or mitigate the concerns. Recommendations may include simple workstation adjustments or specific equipment recommendations. The report will be quality reviewed by a Certified Professional Ergonomist (CPE) prior to submittal to the Town of Los Gatos. All ergonomic evaluations will include a follow up visit to ensure that equipment has been installed correctly and that recommendations have been fully implemented. BSI will provide additional ergonomics consulting support as requested. The number of hours and scope of work will be confirmed via email prior to commencement of any project or support. This support may include developing a standard product list and order form/process for equipment, identifying and setting up an alternative vendor for ordering products in addition to using the current vendor for office supplies, reviewing and updating or creating any process documents or ergonomic program documents, reviewing any planned designed for new buildings or build outs for ergonomic considerations, general guidance and assistance to run the ergonomics program. Ergonomic Evaluations will be completed for a Fixed Fee of $500/evaluation. A discount of $25/evaluation will be applied when two or more evaluations are scheduled back to back in the same location. 17-0943 BSI Response to Town of Los Gatos RFP 083117 Information Requested 12 Response to Town of Los Gatos RFP Environmental Health & Safety Program ■ l. Chapter 6: Proposed Innovations Customized Computer -Based training modules: BSI EHS Services and Solutions can provide a customized, interactive, computer -based learning module to address the typical safety hazards encountered by Parks and Public Works, Community Development, and Police Department staff. These modules would be created to address the specific job tasks and hazards of these groups, and would include interactive knowledge checks throughout the training to keep employees engaged and check comprehension throughout the learning module. The training content and script will be developed initially in Microsoft PowerPoint format and presented to The Town for review. The training content will then be imported into Articulate Storyline and BSI will record the voiceover content. These computer -based modules would be loaded onto The Town's Learning Management System, and could then be accessed by Town employees at any time. This would allow for new hire training, make -ups for staff who may have missed in -person sessions, and additional supplemental training for all staff throughout the year. While this online training cannot completely replace all in person training, especially for high -hazard tasks, it would provide a complement to the in -person sessions and a mechanism to ensure all staff receive the basic minimum safety training for their respective positions. These modules can be used for many years to come, significantly increasing their value and decreasing the cost/employee for training.
