and Repair of Commercial and Residential URM structures. The
useful life of upgrades would equal the useful life of the
structure (50 years).

much as a factor of five; saving $940,000, and this does not
reflect human injuries which could easily reach $20,000,000

1. Foundation seismic retrofit for five residential structures in Los Gatos.
Grants will average $20,000 with a range,from $10,000 to $30,000 per -
dwelling; these grants will cover the cost of labor, material and equip-
ment specific to the retrofit needs of each structure. Individual grantees
must meet the income criteria guidelines of the Housing Conservation Program.
Staffing costs will be provided in -kind from the Housing Conservation Program.
2. $50,000 will be received.from FEMA and a $50,000 local match will supplement
the FEMA award.
3. Administration costs of three percent of the net grant, $1,500 will be
utilized to defray overhead costs incurred in administering this grant.

The construction cost of retrofiting both bridges is estimated
at $375,000 ($175,000 for Roberts Road Bridge + $200,000 for Lark
Avenue Bridge). The retrofits will have the same life as the
bridges (200 years ±) Engineering and contingencies amount to
$50,000.

Estimate-of combined damage could be about $7,000,000.

to disaster victims and to be able to get emergency information
to them in a timely manner. With the Emergency Information
system, this could be accomplished. With the distribution of
the Earthquake Preparedness Booklets, thousands of people mould
learn neeessary procedures and guidelines, therefore, enabling
them to be prepared BEFORE a disaster strikes Dreventina
many injuries, deaths and loss of property.

1. $10,000.00 Grant and $10,000.00 local match. The Emergency Information
System is software that would broadcast information via air waves to households
in the Los Gatos area. Households would receive this information by tuning in
to a certain frequency on their AM radio systems. Yhe Emergency inror ma ion
system would be an on -going project with any maintenance or future replacement
by the Town. The Earthquake Awareness presentationg will n=tnue
as an on- going program as part of the Town's Disaster Preparedness Project.

The primary objective would be to ensure that the Town would
not be without communication capabilities in the event of a major
disaster. Without communication and assistance from public safety
and emergency personnel, many people would be virtually helpless.
Since the Mobile Command Post is a self contained vehicle, immediate
service would be given to meet the needs of the community, decreasing
the chance of major injuries, untreated injuries and unnecessary
chaos.

PROJECT COSTS
A. Cost-Effectiveness
Explain how the cost of the project compares with the anticipated vilue of future
damage reduction (the benefits must be greater than the cost). Special consideration
should be given to:
The cost and useful life of the project;
' Frequency of the disaster event;
An estimate of the dollar amount of damage that would be prevented as a
direct result of the proposed project; and,
' An estimate of the subsequent negative impacts to the area if the measure
were not implemented.
<. $250,000.UU. The Mobile Command Post (more appropriately a mobile
communications center) will be equipped with all the necessary public safety
and auxilliary amateur radio equipment to ensure a rapid and uninterrupted'
capability o responding to the emergency needs o our community. When not
in use as a communications center during a major disaster such as earthquakes,
floods, major fires, etc., it will also be used as a command post during other
critical incidents such as coordinating searches for missing children /lost children,
toxic spy s, criminal investigations and speciai events. it will a used in
ongoing training excercises for emergency and disaster preparedness. Also, it will
be available to other communities through our Mutual Aid Agreement. The Town of
Los Gatos commits to assuming all operational costs associated with the Mobile
Command Post to ensure that continuing assistance is provided to the citizens of
our community and surrounding areas.
2. Unpredictable, but with high frequency in the Bay Area
j. Los Gatos Police Headquarters was severly affected by the October 17th earthquake.
The building had to be evacuated, there was significant interior damage the
power, telephones and radios were out. Without communication capabilities; public
safety and emergency personnel are rendered virtually helpless. The Mobile Command
Post would remedy this situation as it has a much greater probability of
surviving a major disaster. Along with the auxilliary amateur radio equipment, it
operate for several days until outside help can arrive. Because it is a self
contained vehicle, it ensures immgdiate communications and an expedient response to
any given situation. In addition, because it is mobile, it can be moved to safer
areas to ensure continued operation.
4. In the event of a major emergency or disaster, the absence of a mobile

communications center would create a critical situation as there would be
no communication between Emergency Personnel and the community. This would
greatly increase the probability of major injuries left untreated, i
and, therefore increasing the risk of death. Also, emergency rescue attempts
would be greatly hampered. As we are well aware, Los Gatos is located near
the epicenter of the San Andreas Fault that caused the October 17th Earthquake.
The primary means of acces to the community is via Highway 17 which was
extensively damaged and was closed for over a month. This greatly limited the
ability of the emergency personnel to respond to the needs of our citizens.
