1990-146-Amending The General Plan Regarding Traffic Impacts And The Deletion Of The Designation Of A Public Access Road, Through The St. Joseph's Hill Open Space PreserveRESOLUTION 1990 -146 RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS AMENDING THE GENERAL PLAN REGARDING TRAFFIC IMPACTS AND THE DELETION OF THE DESIGNATION OF A PUBLIC ACCESS ROAD, THROUGH THE ST. JOSEPH'S HILL OPEN SPACE PRESERVE WHEREAS, pursuant to Government Code Section 65353, the Town Council conducted a public hearing for consideration of amendments to the Los Gatos General Plan on June 18 and July 2, 1990. WHEREAS, during these hearings the Town Council considered all of the items shown in Resolution No. 90 -1 and 90 -3 of the Planning Commission. WHEREAS, the Planning Commission considered these items on May 9 and May 23, 1990. WHEREAS, the amendments included in this Resolution shall be considered General Plan Amendment No. 1 for 1990. RESOLVED: The Town Council finds that Los Gatos General Plan Amendments GP -90 -2 and GP -90 -4: (a) are internally consistent with the Town of Los Gatos General Plan, and (b) that all proceedings have been conducted in compliance with the provisions of Government Code Section 65350 et seq. RESOLVED: The Town Council finds that General Plan Amendment GP -90 -2 will not have a significant impact on the environment and that a Negative Declaration was previously prepared for an amendment to the General Plan concerning traffic impacts which is applicable to these amendments since no additional environmental concerns will result. FURTHER RESOLVED: The Town Council finds that there is no possibility that General Plan Amendment GP -90 -4 will have a significant impact on the environment; and therefore, the amendments are not subject to the California Environmental Quality Act pursuant to Section 15061(b)(3) of the CEQA Guidelines. FURTHER RESOLVED: Section 2.5.6 of the General Plan Land Use Element is amended to read as follows: 2.5 IMPLEMENTATION 6. Impact of New Land Uses on Circulation: a. Proposals for all subdivisions, development projects and zone changes shall be reviewed to identify any impact on roadways and /or intersections in terms of traffic volumes and safety. b. If there is a traffic impact, at all, the applicant shall site specific sections of the General Plan and demonstrate a benefit to the community which outweighs the traffic impact and the deciding body must make findings of that benefit in order to approve the project. C. At the time of approval of a multi -unit development (residential or otherwise) a number of trips will be allocated to that development, and that any applications that relate to that development and will trigger a traffic impact greater than one should be handled the same way as our parking policy. FURTHER RESOLVED: Section 4.5.2(d) of the General Plan Circulation Element is added to read as follows: d. Private access to Guadalupe College from the Lexington Reservoir area will be provided from Alma Bridge Road /Limekiln Road. The private access shall incorporate provisions for emergency access to Foster Road. FURTHER RESOLVED: Section 4.6.1(d) of the General Plan Circulation Element is amended to read as follows: d. Development proposals in the Town shall be reviewed to insure that the circulation system can accommodate any increase in traffic, subject to the considerations provided in Section 2.5.6, of this General Plan. FURTHER RESOLVED: The Town Council amends figures 2.2, 4.1, 4.2, 4.3, 4.4, 4.5, 6.1 and 7.1 to delete the designation for a public access road through the St. Joseph's Hill Open Space Preserve.
