RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
SUPPORTING PROPOSITION 107, THE HOUSING
AND HOMELESS BOND ACT OF 1990
WHEREAS, indications are that there are 250,000 homeless in California; and
WHEREAS, estimates are that one -third of the homeless in California are
families with children under 18 years of age; and
WHEREAS, California has the largest shortage of low- income rental housing
in the nation and there are four poor families for every unit of low- income housing in the
State; and
WHEREAS, more than 1.5 million households in California - as many as 4.2
million people - earn less than $7,050 per year and pay more than 60 percent of that
income for rent; and
WHEREAS, at least 130,000 federally assisted rental housing units in
California risk conversion to non low- income use by the year 2008 as federal subsidies
terminate; and
WHEREAS, each year fewer and fewer Californians can aspire to home
ownership so that currently only 16 percent of the households in California can afford the
State's median - priced home compared to 23 percent affordability one year ago; and
WHEREAS, according to estimates of the California Department of Housing
and Community Development at least seven percent of the State's households live in
overcrowded housing, and 40 percent of the State's farm workers are living in overcrowded
units; and
WHEREAS, also according to HCD 1.3 million, or 13 percent, of the State's
housing units need to be rehabilitated or replaced; and

WHEREAS, California, once a leader in the area of affordable housing,
currently lags behind comparable states in both total and per capita funding for homeless
and affordable housing programs; and
WHEREAS, Proposition 107 authorizes $150 million in general obligation
bonds to build, rehabilitate and purchase housing; and
WHEREAS, individual citizens and organizations concerned with housing and
homelessness have come together to support Proposition 107 on the June, 1990 State -wide
ballot; and
WHEREAS, the Town of Los Gatos finds that the State of California needs
a new commitment to affordable housing and a meaningful level of funding to help local
communities address the rapidly growing housing problems of the homeless, the elderly, the
handicapped, veterans, and mentally ill, single mothers, young families with children, and
others for whom affordable housing is unavailable;
NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF LOS
GATOS DOES HEREBY RESOLVE AS FOLLOWS: that the Town of Los Gatos endorses
Proposition 107, the Housing and Homeless Bond Act of 1990.
