RESOLUTION OF THE TOWN OF LOS GATOS
OPPOSING SENATE BILL 566 AS INTRODUCED
INTO THE UNITED STATES SENATE
AUTHORIZING A NEW CORPORATION TO SUPPORT
STATE AND LOCAL STRATEGIES FOR ACHIEVING
MORE AFFORDABLE HOUSING
WHEREAS, Senator Cranston and numerous other Senators have introduced
SB 566 into the United States Senate; and
WHEREAS, Senate Bill 566 would authorize a new corporation to support State
and local strategies for achieving more affordable housing; and
WHEREAS, the objectives of Senate Bill 566 are laudable, and are worthy of
support; and
WHEREAS, Senate Bill 566 contains provisions which would apparently undercut
the ability of local governments to initiate and maintain growth management programs; or
residential rent stabilization programs, while still qualifying for the federal funding made
available by Senate Bill 566; and
WHEREAS, the Town of Los Gatos, and other jurisdictions, have successfully
taken action to manage and control growth, or to enact and maintain residential rent
stabilization programs, while still maximizing the production of affordable housing; and
WHEREAS, passage of Senate Bill 566 in the form in which it was introduced
into the United States Senate would, in the long run, be detrimental to the ability of local
governments to pursue affordable housing strategies, while maintaining a commitment to
environmental protection, growth management, and residential rent stabilization efforts.

NOW, THEREFORE, BE IT RESOLVED, that the Town Council of the Town
of Los Gatos hereby OPPOSES Senate Bill 566 in the form in which it was introduced
into the United States Senate, and urges the author and co- authors to make amendments
to the Bill, and particularly to Section 105(b)(4) describing the required contents of a
housing strategy to be submitted by a local governmental agency to the Secretary, so as to
eliminate any impediment to local efforts to provide growth management and environmental
protection, and residential rent control, where a local government has determined that such
programs are appropriate and necessary.
PASSED AND ADOPTED at a regular meeting of the Town Council of the
Town of Los Gatos, California, held on the 2nd day of October, 1989 by the following vote:
