RESOLUTION AMENDING THE YOUTH ADVISORY COMMISSION RESOLUTION
RE: MEMBERSHIP, QUORUM AND SCOPE OF FUNCTIONS AND RESCINDING
RESOLUTION PJO. 1986 -168
BE IT RESOLVED AND IT IS HEREBY RESOLVED by the Town Council of the Town of
Los Gatos, County of Santa Clara, State of California, that the Town Council
hereby establishes and creates a special connission to be known as and called
the "Youth Advisory Commission." The Commission shall be organized and shall
operate in the same manner hereinafter prescribed.
1. Membership - Organization
a. The Commission shall consist of a minimum of ten (10) voting
members appointed by the Town Council. Terms shall be from September through
June 30 of the following year. The Town Council shall fill any vacancies
occurring during the term of the Commission if the vacancies bring the
membership below the minimum requirement in any category. The Commission shall
designate a chairperson and vice chairperson.
At least Three (3) members shall be adults aged 19 or over. The
other members shall include a minimum of seven (7) members not younger than
twelve (12) years old and not older than eighteen (18) years old at the time of
their appointment. The youth members shall be enrolled at the time of their
appointment in public or private schools which serve Los Gatos residents; at
least two (2) youth members shall be enrolled at the junior high level (grades
7 -9), and at least five (5) shall be enrolled at the senior high school level
(grades 10 -12).
b. The members of the Commission shall serve without compensation,
provided that the actual and necessary expenses incurred by the members in the
conduct of Town business shall be reimbursable pursuant to the provisions of
Resolution No, 1987 -16.
C. The Commission shall establish a regular time for its meetings
and a regular meeting place which shall be in the Downtown Neighborhood Center
and shall otherwise call and conduct its meetings in compliance with the
provisions of Section 54950 et seq. of the Government Code.
d. A quorum of the Commission for the purpose of transacting
business shall consist of fifty percent of the membership plus one including at
least one (1) adult member and five (5) youth members, and a vote by a majority
of the quorum shall be necessary to take action.
e. Minutes of the actions taken during its meetings shall be kept
and filed with the Town Clerk.
f. Three consecutive absences from regularly scheduled meetings
shall be construed as resignation of membership unless the commissioner
involved formally requests to retain membership and a majority vote of the
Commission sustains the request,
2, Powers and Functions
a. The sole power of the Commission shall be to identify the
concerns of youth in the Los Gatos community, examine existing private and
publicly sponsored social, economic and recreational youth programs and make
recommendations to the Town Council for the improvement of such programs or the
creation of new ones,
b, The functions of the Commission shall be as follows:

1) To determine the nature and extent of all programs currently
conducted in the Los Gatos community which are designed to provide or improve
the social, economic and recreational advantages of youth herein.
2) To identify social, economic and recreational needs of youth
in the Town of Los Gatos which are not being satisfied by current programs
through personal contact with youth, school officials, church leaders, and
others;
3) To prepare a written report to the Town Council detailing
the Commission's findings and recommending new Los Gatos based programs and /or
modifications of existing programs to meet the identified needs of youth in the
community.
3. Duration of Commission
The duration of the Commission shall be from September 3, 1986 through
June 30, 1989, and may be continued or terminated at any time by resolution of
the Town Council.

Be it further resolved that Resolution No. 1986 -168 is hereby rescinded.
PASSED AND ADOPTED BY THE TOWN COUNCIL OF THE TOWN OF LOS GATOS,
CALIFORNIA, at a regular meeting held this 6th day of April , 1986, by
the following vote:
