A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
AUTHORIZING THE TOWN MANAGER TO SUBMIT TWO GRANT PROPOSALS
TO THE BAY AREA REGIONAL EARTHQUAKE PREPAREDNESS PROJECT
RESOLVED, that the Town Manager of the Town of Los Gatos is
hereby authorized to submit two grant proposals to the Bay Area Regional
Earthquake Preparedness Project for Phase II of the Los Gatos Earthquake
Preparedness Project (Exhibit "A ") and Los Gatos Seismic Hazard Risk -
Reduction Program (Exhibit "B ") in response to RFP No. SSC -I -86.

INTRODUCTION
GOOD EVENING.
MY NAME IS , AND I'M HERE ON BEHALF OF THE LOS
GATOS EARTHQUAKE PREPAREDNESS PROJECT. THE PROJECT HAS BEEN
MADE POSSIBLE BY A GRANT TO THE TOWN OF LOS GATOS FROM THE BAY
AREA REGIONAL EARTHQUAKE PREPAREDNESS PROJECT, WHICH IS IN TURN
JOINTLY SPONSORED BY THE CALIFORNIA SEISMIC SAFETY COMMISSION
AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY.
I WANT TO THANK OUR HOST /HOSTESS, I FOR INVITING
ALL OF YOU INTO HIS /HER HOME FOR THIS PRESENTATION TONIGHT, AND
I WANT TO THANK ALL OF YOU FOR COMING.
IN THE NEXT ONE AND ONE HALF HOURS, YOU WILL RECEIVE ENOUGH
PRACTICAL "HOW TO" INFORMATION TO MAKE YOURSELVES MUCH SAFER
WHEN THE NEXT BIG EARTHQUAKE STRIKES THIS AREA ... AS IT
INEVITABLY WILL.
BUT BEFORE GETTING INTO THE PROGRAM ITSELF, A FEW WORDS ARE
NEEDED ABOUT THE LOS GATOS EARTHQUAKE PREPAREDNESS PROJECT.
MOST EARTHQUAKE PREPAREDNESS PROGRAMS GIVE OUT TONS OF
INFORMATION AND THEN JUST HOPE. WE'RE A LITTLE DIFFERENT.
WHILE WE WILL GIVE YOU A GREAT DEAL OF INFORMATION, WE HAVE

SECTION III - DESCRIPTION OF PROJECT
The project is to hire the services of a consulting engineer or firm to
investigate and identify seismic hazzards in Town and to assist the
Town's Seismic Safety Committee in developing a program to reduce seismic -
hazzardous conditions in the Town.
The Town would prepare a specific Request for Proposal and solicit the
private engineering profession for a proposal.
The benefit to the Town would be a reduction of seismic hazzard risks in
Town -owned buildings and bridges and direction towards reduction of
seismic risks in privately owned buildings and structures.
The Building Department of the Town would provide supervision and admin-
istration of the contract and staff assistance and direction to the success-
ful consulting engineer.
The Town Council has adopted the Seismic Safety Element of the General Plan
and has indicated its support of its goal, To minimize property damage and
loss of life due to earthquakes''
The Town Staff and the Seismic Safety Committee recognize a need for profes-
sional assistance in order to proceed with implementation measures contained
in the Town's Seismic Safety Element: Namely,
10.5(3) The Town shall identify those bridges whose destruction
would cause access problems after an earthquake.
10.5(4) The Town shall identify and evaluate buildings in Town
whose use and function are essential in response to a
major earthquake.
10.5(6) The Town shall develop a program to identify buildings
and structures in Town that are suspect of having major
structural deficiencies to resist lateral forces imposed
by earthquakes.
SECTION IV - COST PROPOSAL
Personnel:
Salary: $5,000; Benefits: $1,500
Personnel costs include an estimated 180 hours of Building Official's time
to provide staff assistance to consulting engineer and completion of reports
and documents required to monitor the contract and project.
Operations Expenses:
Contract with consulting engineer: $33,500
Expertise of professional services needed to evaluate structures and relative
seismic hazzards of ten (10) Town -owned buldings and ten (10) Town -owned
bridges, plus a preliminary survey of privately owned buildings in Town to
identify those with major seismic deficiencies.
SECTION V - AUTHORITY
The resolution from the Town authorizing submittal of this grant will be
executed May 19, 1986 and will be transmitted under separate cover.
