A RESOLUTION AUTHORIZING THE ACTING TOWN
MANAGER TO EXECUTE AN AGREEMENT BETWEEN
THE TOWN AND DKS ASSOCIATES FOR CONSULTING
SERVICES IN CONNECTION WITH TOWN -WIDE SPEED
ZONE STUDY.
BE IT RESOLVED, and it is hereby resolved that the Town Council of
the Town of Los Gatos, California, does hereby authorize and direct the
Acting Town Manager to execute a letter- agreement providing consulting
services in connection with a Town -wide speed zone study with the firm of
DKS Associates.

CALIFORNIA, at a regular meeting held this 16th day
of December 1985, by the following vote:

This letter will serve as a Letter of Agreement between the Town of Los
Gatos and DKS Associates to perform a Speed Zone Study, as outlined in
your proposal dated December 2, 1985. The Town Council has approved the
Town entering into a Letter of Agreement with you for the provision of
this study.
The total amount of the agreement will not exceed $9,400.00, and it is
my understanding that it will take DKS sixty (60) working days to complete
the study. If you are in agreement with the provisions of this Letter of
Agreement, please execute this letter in the space provided below, and
return a copy to my attention; we will in turn provide you with a fully
executed copy.

Subject: Proposal for Speed Zone Study
Dear Mr. Zopf:

DKS Associates appreciates this opportunity to submit a proposal to conduct the
Town of Los Gatos Speed Zone Study as described in your request for proposal
dated September 13, 1985. We understand the Town's desire to complete this
project expediently in order to implement proper speed enforcement regulations.
DKS Associates has a large staff of traffic and transportation engineers. The firm
and the Project Manager, who would be assigned to the project, have extensive
experience in "Speed Zone Studies."
Our proposed work program and staffing are geared to achieve the goals as
described in your RFP. As our proposal demonstrates, we believe DKS Associates
is the best qualified to provide these services for a number of reasons:
o Our designated Project Manager has conducted speed zone studies for
14 governmental agencies and is familiar with Los Gatos since he was
directly involved in the Town's 1981 and 1976 studies.
o DKS has offices throughout California to serve its clients. Offices are
located in the cities of Oakland, San Jose, San Francisco, San
Bernardino, Los Angeles, and San Diego. Our staff will be assigned
from the San Jose office; just minutes away from Los Gatos.
o In -house computers to generate final product of data inputs.
o Full -time technical field staff to assist in data collections.
The following sections outline DKS Associates proposed work program, staffing,
schedule and fee.

WORK PROGRAM
DKS Associates would follow a seven task work program to achieve the objectives
as outlined in the request for proposal.
Task I: Meeting and Reviewing
Initially, DKS will meet with Town staff, including Police Department representa-
tive, to discuss the work program in detail. This meeting will also allow staff to
provide vital information relating to problem areas prior to field data collection
and survey. Review and analyze previous Speed Zone Study reports, accidents,
and existing adopted Speed Limit Code.
Task 2: Speed Samples
Establish the locations to perform radar speed samples and submit to Town for
review. Upon receiving Town's approval, begin conducting speed sampling at
approximately one - hundred (100) locations using Town radar unit. Field samples
shall be based on the following guidelines.
Minimum sample of 100 vehicles in each survey with a maximum
sample period of no more than three (3) hours at anyone location, but
in no case should the sample for any survey contain less than
50 vehicles.
On local streets, a minimum sample of 50 vehicles unless otherwise
authorized by the Engineer.

direction of travel.

Task 4: Evaluation of Data

section surveyed, with staff members (if desired), and evaluate the appropriate-
ness of the 85th percentile speed with regard to roadside development, driveways,
parking conditions, roadway widths and alignments, visibility obstructions, etc.

Task 5: Recommendations and Draft Report
Develop supportable recommendations in conjunction with Town staff, prior to
preparing draft report and submitting three (3) copies.
Task 6: Final Report
Meet with Town staff to review draft and incorporate any necessary revisions
prior to preparing final report including map illustration depicting realistic
recommended speed limits. Publish and furnish the Town ten (10) copies of the
final report.
Task 7: Additional Staff Meetings and /or Town Council Presentation
Upon the Town's request, the Project Manager will attend any additional
meetings. Services rendered by DKS Associates will be billed on "time and direct
expenses" based on our attached standard hourly billing rates.
STAFFING
Ed Jiu will be the DKS Senior Traffic Engineer assigned as Project Manager. He is
a registered Traffic Engineer in California and has conducted various types of
traffic operation studies including Los Gatos 1981 and 1976 speed studies. He will
be directly involved in the entire work program and be the principal contact with
the Town staff. Mr. Jiu will ensure that the project is completed on time to the
complete satisfaction of the Town.
SCHEDULE
Upon receiving "Notice to Proceed ", DKS Associates will proceed to complete the
Speed Zone Study project within sixty (60) working days, excluding time for the
Town to review the Draft report, as illustrated in the attached "Proposed Project
Schedule."
FEE ESTIMATE
DKS would conduct the work described in this proposal on a time and materials
basis with the total amount not to exceed $9,400. This fee estimate is valid for
sixty (60) days from the date of this proposal.
All work will be billed at our attached attached standard hourly billing rates plus
project expenses. Project expenses will be billed at cost plus 10 percent service
and handling charge. We will bill you every four weeks with payment due within
30 days of the invoice date. Bills not paid by their due date will be subject
2-1/2 percent per month service charge for each month they remain unpaid.
