A RESOLUTION OF THE TOWN COUNCIL AMENDING
THE TOWN'S POSITION CLASSIFICATION PLAN
WHEREAS, the Town Council of the Town of Los Gatos wishes to amend the
Town's Position Classification Plan; and
WHEREAS, the Council wishes to amend the Plan to reflect changes in the
Position Classification Statements for the following positions
(copies of which are attached as Exhibit A):
Secretary to the Town Attorney
Junior Civil Engineer
Assistant Civil Engineer
Community Service Officer I
Community Service Officer II
Police Communications Dispatcher
NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved by the Town
Council of the Town of Los Gatos, that the Position Classification Plan
be amended as shown in Exhibit A.

This position is exempt from the Town's classified service, thus there is no
requirement to create an eligibility list.
DEFINITION
Secretary to the Town Attorney performs a variety of legal, administrative,
secretarial work and clerical functions for the Town Attorney.
EXAMPLES OF DUTIES
- Transcription and preparation of pleadings, contracts, ordinances,
resolutions and other legal documents.
- Making arrangements for appointments, hearings, depositions, and
other miscellaneous meetings.
- Maintenance of the law library.
- Transcription of statements of prospective witnesses.
- Maintaining legal filing system.
- Writing miscellaneous reports and correspondence.
- Researching, collecting and compiling documents.
- Answering the telephone and reviewing department mail.
- Other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience: Equivalent to the completion of the twelfth
grade and six years of increasingly responsible experience in clerical
and secretarial work, at least two years of recent experience as a legal
secretary. Additional qualifying education may be substituted for up to
two years of the desired experience on a year for year basis.
Knowledge of: Principles of office management, legal terminology, legal
procedures, correspondence forms and correct punctuation, spelling,
including word processing equipment.
Ability to: Work independently, make decisions on procedural matters with
only limited direction received; take dictation at a speed of 110 words per
minute and transcribe accurately at a rate of 35 words per minute; type at
a speed of not less than 60 net words per minute from clear copy.

JUNIOR CIVIL ENGINEER
DEFINITION
The Junior Civil Engineer position performs a variety of professional
engineering duties in conjunction with the design, research and administration
of public works projects.
Depending upon assignment, work is performed under direct or general super
vision and may either be reviewed by a higher -level engineer at varying stages
of an assignment or only as to results. The incumbent may direct the work of
sub-professional engineers on an intermittent or project basis.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the next higher level of Assistant
Civil Engineer through the performance of assignments which do not carry full -
time supervisory responsibilities and which are of moderate difficulty.
EXAMPLES OF DUTIES
The Junior Civil Engineer position may perform any of the duties set forth in
the class specifications for all sub - professional engineering classes. In
addition, the Junior Civil Engineer:
- Conducts reviews concerning a wide variety of subjects relating to public
works projects and private developments involving public sight- of-ways.
These entail determinations such as the conformance of parcel maps to
applicable regulations and the technical correctness and feasibility of
developers' plans.
- Performs a number of functions attendant to the above reviews such as
advising developers of deficiencies in maps and plans and the preparation,
negotiation and administration of contracts and the preparation of bonds
for development projects.
- Prepares, negotiates, reviews and administers a variety of contracts and
other documents covering such matters as property descriptions, project
specifications, easements, access maintenance, and Town franchises.
- Conducts studies involving the research, investigation and recommended
disposition of engineering problems regarding existing public works or
improvements to them, i.e., erosion control, street lighting, parking,
drainage, etc.
- Prepares reports, correspondence, exhibits and presentations in connec-
tion with the above and related assignments.
- Performs a variety of drafting and engineering computations.

- May direct the work of sub - professional engineering personnel on an
intermittent or project basis.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience: BacheZor's degree in Civil Engineering from an
accredited coZZege or university; or two years of pre - engineering from an
accredited coZZege or university and four years of acceptable experience;
and possession of a vaZid Engineer -in- Training Certificate as issued by the
State Board of Registration for ProfessionaZ Engineers.
Knowlege of: Principles and practices of public works engineering; and
methods, materials and techniques used in the construction of public works.
Ability to: Accurately review engineering plans, specifications, maps and
computations; make engineering computations and draftings; develop a good
working knowledge of Department programs, regulations and policies; prepare
concise reports and presentations; communicate effectively in writing and
verbally; and maintain effective working relationships with those contacted
in the course of work.

ASSISTANT CIVIL ENGINEER
DEFINITION
October 1985
The Assistant Civil Engineer position supervises and participates in the
activities of the Engineering Deparmtent. Work is performed under the
direction of the Town Engineer, with the incumbent being responsible for
all aspects of section operations, including budget preparation and personnel
administration.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the lower class of Junior Civil
Engineer principally through its supervisory responsibilities.
EXAMPLES OF DUTIES
The Assistant Civil Engineer position may perform any of the duties set forth
in the class specifications for Junior Civil Engineer and all sub - professional
engineering classes. In addition, the Assistant Civil Engineer:
- Organizes and directs the activities of sections
within the Engineering Department.
- Confers with the Town Engineer in the development of policy and program;
and implements policy and program.
- Confers with the Town Engineer in the development of the Capital
Improvement projects and budget.
- Administers personnel matters for assigned
sections of the Engineering Department. Makes recommendations on personnel
transactions, including discipline.
- Designs public works projects such as traffic signals, roadways and facilities;
prepares, or supervises the preparation of, the plans, specifications and cost
estimates of projects.

subdivisions within the public right -of -way. Checks maps and plans for
conformity to conditions of approval„ and for conformity to recognized
engineering practice. Supervises the response to maps and plans including
the review of cost estimates, establishing fee schedules, and developing
contract provisions and specialized agreements.

Prepares a variety of reports, correspondence and presentations in
conjunction with the above and related duties. Coordinates activities
with and provides technical assistance to other divisions of the
Department.

MINIMUM QUALIFICATIONS
Education and Experience: Equivalent to a Bachelor's Degree in civil
engineering from an accredited coZZege or university and two years of
experience in public works engineering.
Knowledge of: Principles and practices of public works engineering;
methods, materials and techniques used in the construction of public
works; trends and innovations regarding cost - effective means of public
works design and construction; and applicable Department programs,
regulations and policies.
Ability to: Effectively direct the work of other employees; design
public works projects and prepare plans, specifications and cost estimates;
conduct engineering studies and surveys; prepare concise reports and main-
tain effective working relationships with those contacted in the course of
work.
Driver's License: Possession of a valid appropriate State of California
driver's license.
Certificate Possession of an Engineer -in- Training certificate.

DEFINITION

The Community Service Officer I performs a variety of duties in support
of the Police Department Function. Work is performed under the direct
supervision of the Police Support Services Assistant or the Traffic
Coordinator Sergeant.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the Community Service Officer II
classification by the latter class's legal responsibility associated with the
processing of evidence and property. This classification is distinguished from
the Police Officer classification in that it does not have sworn officer
status.
EXAMPLES OF DUTIES
- Checks for vehicle parking violations and when appropriate issues
notices of violation and /or infractions.
- Answers the telephone and provides assistance and information to the
public.
- Drives vehicles to and from the corporation yard.
- Assists other police support personnel.
- Operates a variety of office equipment.
MINIMUM QUALIFICATIONS
Acme: Not under 18.
Education and Experience: Equivalent to completion of the twelfth grade.
Knowledge of: Basic office procedures, correspondence forms and correct
punctuation, spelling, grammar and vocabulary.
Ability to: Understand and follow oral and written instructions; operate
standard office equipment; respond to call back and be assigned to work
hours other than normal office hours and with days off other than Saturday
and Sunday; deal courteously and effectively with others; to learn,
understand, interpret and explain to others laws, ordinances and
regulations; to correctly receive and transmit information to others.

COMMUNITY SERVICE OFFICER II (Property Clerk)
DEFINITION
October 1985
The Community Service Officer II is responsible for the receipt, storage,
accounting, release and disposal of all property and evidence items taken into
police custody; for the receipt, storage and issuance of all department
equipment and supplies; and for performing Court and District Attorney liaison
duties. Work is performed under direct supervision of the

DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the Community Service Officer I
classification by the legal responsibilities associated with the processing of
evidence and property. This classification is distinguished from the Police
Officer classification in that it does not have sworn officer status.
EXAMPLES OF DUTIES
- Receives, stores, maintains control records on and releases or otherwise
disposes of property and evidence items taken into police custody.
- Processes all property and/or evidence in accordance with laws and
department policy.
- Arranges for and conducts annual auction of bicycles and other items
released for such disposal.
- Arranges for and conducts annual weapons destruction.
- Arranges for and conducts bi-annual narcotics destruction.
- Maintains chain of evidence records on all evidence in police custody and
testifies in court on same.
- Ensures security of evidence and property rooms and storage areas.
- Routinely handles and stores sensitive materials and potentially dangerous
equipment.
- Receives, stores, maintains inventory, and issues all department supplies
and equipment.
- Performs daily liaison duties with the District Attorney's office and the
Court.
Delivers and retrieves evidence to the County Crime Lab.
Lifts and moves heavy objects.
Assists in the research and preparation of preliminary revisions to
department policies pertaining to evidence and property.
Operates a variety of office equipment including typewriters, copiers, and
computer terminals.
MINIMUM QUALIFICATIONS
Age* Not under 18.
Education and Experience: Equivalent to completion of the twelfth grade
and one year of experience performing stores related and recordkeeping
duties. Six months of experience with a law enforcement agency is desired.
Knowledge of: General stockkeeping and stock control methods and
procedures; general knowledge of laws governing the receipt, storage and
release of evidence items and property.
Ability to: Operate within the laws and department policies pertaining to
evidence and property; handle matters in a confidential manner; use
independent judgment; keep detailed records and to prepare reports and
correspondence; establish and maintain effective working relationships with
Court and District Attorney office personnel; with Police Department
personnel, and with the general public; willingness to lift and move heavy
objects; assist in the research and preparation of policies revisions;
understand and follow oral and written instructions; operate standard
office equipment; respond to call back and be assigned to work hours other
than normal office hours and with days off other than Saturday and Sunday;
testify in court.

POLICE COMMUNICATIONS DISPATCHER
DEFINITION
October 1985
Under direction of the Communications Supervisor operates radio„ telephone,
and telecommunications equipment. Answers calls from the public and
dispatches police units as required. Provides communications related
support to units in the field.
EXAMPLES OF DUTIES
- Operate police radio transmitters and receive radio calls from mobile
units and other agencies.
- Receive telephone calls from the public; relay emergency ambulance and
fire calls to County dispatch center; make telephone calls for field units.
- Operate telecommunications terminals to access County, State, and National
law enforcement data systems; interpret responses for field units.
- Maintain effective and efficient radio communications with officers in the
field and other law enforcement agencies.
- Dispatch Park Rangers, Engineering Inspectors, and Public Works personnel
as needed.
- Maintain written logs and files; enter calls for service into Police
Department computer. Maintain street maps, address and business files.
- Other related tasks as assigned.
MINIMUM QUALIFICATIONS
Education and Experience: High School Diploma or satisfactory completion of
a high school equivalency examination and two years general business office
experience is required. At least one year public safety dispatching within
the past two years is preferred. Competency in typing of at least 25 w.p.m.
Knowledge or ability to learn: Current communications principles, methods,
and general office procedures associated with public safety dispatch
functions.
Ability to: Communicate effectively verbally and in writing; meet hearing
requirements; wear communications headset; handle multiple functions
simultaneously; learn and perform the operation of two -way radio and
telephone communications equipment; understand and comply with the rules
and regulations of the department and the FCC; work independently and
react quickly, calmly, and with mature resourcefulness under pressure and
exercise good judgment in emergency situations; work shift assignments;
and reflect a cooperative, service - oriented philosophy in dealing with
the public.
